Job description

Certified Strength and Conditioning Specialist (CSCS)
 
Reef Systems is seeking to identify a collaborative team (Physical Therapist/Injury Manager, Athletic Trainer (Certified) ATC, Strength and Conditioning Coach, and Sports Performance Psychologist) to provide Human Performance Program Services performing injury prevention and mitigation, rehabilitation services, and human performance optimization services to personnel assigned to the 125th Special Tactics Squadron (STS) in Portland, OR.
 
Schedule:
Services are to be provided between the hours of 7:00 AM and 3:00 PM on Monday through Friday and during the squadron’s Regularly Scheduled Drills (RSDs), except on recognized holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings.

Personal Time Off:
Additionally, Reef Systems provides ten (10) days of personal time off (PTO).
 
Performance Requirements:
  • Provide coverage of the Human Performance Program services.
  • Shall maintain a clean and safe Human Performance Program work area. All Human Performance Program equipment and facilities will be cleaned daily and as needed after use with Tuberculocidal/bactericidal/virucidal/fungicidal cleanser.
  • Shall maintain a current file on all personnel seeking treatment and increasing their performance so they can track their progress and that identifies rehabilitation strategies. The SCS shall combine their programs with the PT/IM and ATC in order to develop the most appropriate individual rehabilitation/functional fitness individual plan. The SCS shall provide copies of all required documentation to the unit Flight Doctor weekly. The Contractor shall also provide quarterly reporting that demonstrates utilization of HPO Services, to include Opportunities for Training and Education vs. Actual Use.
  • Design, implement and monitor individualized strength and conditioning programs for squadron personnel. The contractor shall provide programs on a continuous basis based on a 5-day training week. At a minimum there shall be programs available designed around the unit HPP facility equipment as well as programs designed for remote work and TDY locations that do not rely on specialized strength and conditioning equipment.
  • The programs will be individualized, periodized, structured physical training programs that consist of the following components: movement preparation/warm up, movement skills, pillar preparation/activation, strength/power development, energy system development, and recovery/regeneration.
  • Each individual program will link physical training to functional tasks that Air Force Special Warfare (AFSPECWAR) Airmen perform; crawling, lifts, carries, tumbling, combative, climbing, jumping, vaulting, individual movement techniques, survival swimming, load carriage, rucking, and running.
  • Conduct performance assessments of each operator IAW the AFSPECWAR Tier II Operator Fitness Test. Contractor will record performance metrics and provide data trend analysis on individual operators and unit aggregate to leadership at quarterly meetings.
  • Assist in the education of ST operators on topics to include nutrition, sleep, supplementation and recovery in accordance with the monthly reported unit-specific Human Performance Program requirements and long-term objectives based on the unit’s specific mission requirements.
  • Perform postural and biomechanical analyses to assist with identifying contributing factors relating to faulty movement patterns in accordance with the documented individual treatment plans.
  • Utilize the results of tactile and functional movement assessments to make recommendations concerning corrective exercise strategies in accordance with the documented individual treatment plans.
  • Utilize therapeutic taping, instrument-assisted soft tissue mobilization, muscle energy or proprioceptive neuromuscular facilitation (PNF) techniques as needed to complement the strength and conditioning program.
  • Provide guidance to help prevent injury and to maximize the operators’ physical conditioning and performance in accordance with the documented individual treatment plans.
  • Participate in weekly and monthly meetings to review the care provided to operators and identify opportunities for improvement in the quarterly reports.
  • Serves as an advisor to unit members in matters related to injury prevention, sports medicine, and rehabilitation for the purpose of making recommendations and providing advice related to strength and conditioning.
  • Collaborate throughout the POTFF and Human Performance Program community to enhance the quality of programs delivered.
  • Conduct equipment, product, and literature reviews to ensure the Human Performance Program stays current with the provision of programming. Information shall be provided to support recommendations and comments on equipment as part of the quarterly reports.
  • Record participation metrics as follows: Participation Metrics; number of daily training sessions offered, number of operators contacts (number of operators in group training sessions or individual training sessions), number of operators tested, follow up and education contacts (operator interactions via phone or email, hallway consults, educational classes, etc.…)
  • Participate in the collection and reporting of workload data as part of the quarterly utilization report.
  • Ensure safe and effective operation of equipment used and contribute to a safe training environment at all times.
 
Qualifications:
  • Bachelor’s Degree (Master’s highly preferred) in an accredited exercise science, health science, or physical education-related discipline and shall have a minimum of five years of experience.
  • Additional credentials are desirable such as a soft tissue specialist, Licensed Massage Therapist (LMT) or other certifications pertaining to providers of manual therapy for soft tissue injuries.
  • CSCS certified through the NSCA or a certified Sports Performance Coach through the USAWA.
  • Minimum of one year of experience working with elite level athletes within the SOF community, NCAA,
  • or professional sports.
  • Capable of meeting physical demands of training with SOF including the ability to hike over rough terrain and function in austere environments to observe SOF training evolutions, the ability to assist with strength and conditioning testing and training protocols, and the ability to lift and manipulate loads or weights up to 20kilograms.
  • Current certification in basic Cardiopulmonary Resuscitation (CPR) to include Automated External Defibrillator (AED) training.
