Description JOB DESCRIPTION POSITION: Family & Human Services Division Administrator LOCATION: Family and Human Services Building WAGE: Negotiable; 40 hours per week plus benefits SUPERVISOR(S): Tribal Administration Liaison THIS IS A REGULAR FULL-TIME EXEMPT POSITION JOB SUMMARY: The Family & Human Services Administrator provides strategic leadership and operational oversight for the Family & Human Services Division. This role is dedicated to promoting community self-sufficiency, workforce development, and multigenerational care through the coordination of integrated services. The Administrator ensures that the Division's core programs Child Support, Economic Support, Indian Child Welfare (ICW), Food Distribution, Youth Programs, and Elderly Services work in tandem to empower individuals and families at every stage of life.

This leadership position requires a high degree of confidentiality, a deep appreciation for Tribal traditions, and a deep awareness of the socio-economic needs of the Red Cliff community. Examples of Duties DUTIES AND RESPONSIBILITIES: Actively coordinates with other Tribal divisions to break down silos and create a unified support network for Tribal members. Establishes and maintains formal partnerships with external local, state, and federal agencies to leverage resources, advocate for Tribal needs, and ensure compliance with inter-governmental agreements.

Develops initiatives that bridge Division services with workforce development, ensuring clients in programs such as TANF and Economic Support have access to job training and career pathways. Leads the synchronization of the six divisional areas (Child Support, Economic Support, ICW, Food Distribution, Youth Programs, and Elderly Services) to ensure a holistic, "no-wrong-door" approach for Tribal members. Oversees the delivery of services for Tribal Elders, ensuring their health, nutritional, and social needs are met with dignity and cultural respect.

Implements strategies that empower families to move from crisis intervention to long-term stability and financial independence while maintaining a safety net for the elderly and youth. Identifies community gaps and develops culturally sensitive programming through grant writing, strategic planning, and data-driven evaluation. Provides direct supervision and mentorship to Program Directors.

Oversees staff performance, professional development, and adherence to Red Cliff Band Policies. Acts as the primary contact with external partners to maximize resources and expand workforce and aging-related opportunities for the community. Monitors Division budgets and expenditures; manages complex state and federal grants, ensuring compliance with reporting requirements.

Oversees the maintenance of all records and files according to Red Cliff Band Policies and applicable state/federal regulations. The above duties and responsibilities are not an all-inclusive list but rather a general representation of the duties and responsibilities associated with this position. The duties and responsibilities will be subject to change based on organizational needs and/or deemed necessary by the supervisor.

SUPERVISORYAUTHORITY: None Typical Qualifications KNOWLEDGE: Comprehensive understanding of the core ethical frameworks of human services and social work, specifically the promotion of social justice, service, and the inherent dignity of the individual through integrity and professional competence. In-depth knowledge of strategies that respect client autonomy while actively promoting self-sufficiency and workforce development to move individuals toward long-term economic independence. Expertise in trauma-informed care principles, including safety, trustworthiness, choice, collaboration, and empowerment, as they apply to Tribal service delivery and organizational leadership.

Extensive knowledge of the history, laws, rules, and traditions of the Red Cliff Band of Lake Superior Chippewa, ensuring all service delivery is culturally grounded and responsive to community needs. QUALIFICATIONS: An Associate degree combined with at least five (5) years of experience in human services, workforce development, or a related field; OR an equivalent combination of education and experience. Minimum of five (5) years of supervisory experience.

Preferred: Bachelor's or Master's degree in Social Work, Psychology, Human Services, Public Administration, or a closely related field. Exceptional interpersonal skills with a documented ability to work well in team settings and lead conflict resolution processes. Must pass a comprehensive background check and maintain a high standard of professional confidentiality.

Promote the Red Cliff Tribe in positive manner. Must possess a valid driver's license, a reliable vehicle, and appropriate insurance coverage; must maintain driver's eligibility as a condition of employment and be eligible for the Tribe's vehicle insurance policy. Supplemental Information PERSONAL CONTACTS: Contacts on regular basis with Tribal Administration and various governmental agencies and funding sources.

Individual will have daily contact with community members, Tribal staff, customers, vendors. PHYSICAL REQUIREMENTS: Must be able to lift and carry objects weighing up to 50 pounds on occasion, potentially related to setting up for community events, handling office supplies, or assisting other departments with various tasks. Requires frequent sitting, standing, walking, bending, reaching (including overhead), and repetitive hand movements for computer use and office tasks.

WORK ENVIRONMENT: All Tribal Buildings are smoke free. TRAVEL REQUIREMENTS: The ability to travel and attend meetings and trainings; overnight and out of town, both locally & nationally. BEHAVIOR AND ATTITUDE: The vision, goals and objectives of the Red Cliff Band of Lake Superior Chippewa requires that the employee performs in both a professional and personable manner.

The manner in which the employee relates to fellow employees, customers and visitors is considered parallel in importance to technical knowledge and ability. Respect and consideration given to the dignity of each customer, visitor and fellow employee is a requisite of successful job performance. Any behavior or attitude that tarnishes the image or name of the Red Cliff Band of Lake Superior Chippewa will be subject to immediate disciplinary action up to and including termination.
