Position Summary:
Playing an integral role in driving and supporting our business goals and objectives for sustainable growth, assists Port Houston departments with vendor contracting issues and procuring cost efficient goods and services.
Key Responsibilities/Duties:
  • Oversee daily operations of the procurement process; facilitate meetings, approve purchase orders, and process solicitation-change requests, addenda, and change orders
  • Manage execution of daily solicitation review and related documentation through the procurement life cycle
  • Review and expedite issuance of purchase orders (POs) and contracts for new orders
  • Assist key stakeholders both during the requirements analysis stage of a solicitation, bid process, and during contract administration
  • Create and write solicitation specifications for competitive bids and proposals
  • Utilize a complete understanding of fiscal controls, procurement law and best practices, and contract ethics
  • Ensure contract-related documents are accurate, error free, and protect the best interests of Port Houston
  • Construct, interpret, and enforcement of solicitation related documents and processes
  • Develop proposed ways to improve solicitation related documents
  • Maintain electronic and hard copies of all contract-related documents
  • Lead internal project activities, such as audits, updating process and procedures, and other special projects
  • Create procurement processes and policies
  • Participate and present procurement topics at external events
  • Provide ad hoc and customized reporting on the status of solicitations/contracts
  • Mitigate potential risk and liability to Port Houston
  • Supervise and manage all aspects of contract administration and small business administration functions including preparation of monthly, quarterly, and year end reporting
  • Oversee direct reports and provide guidance in accomplishing work objectives
  • Act in accordance with Port Houston core values (respect, excellence, accountability, diligence, and you)
  • Perform related duties as required

Education/Experience:
  • Bachelor's degree in Business Administration, Economics, Finance or related major in a public or accredited private academic institution required
  • Master's degree or Juris Doctorate preferred
  • 5+ years of related experience in a similar role required
  • Previous supervisory experience preferred
  • Certified Contract Manager preferred

Knowledge, Skills, Abilities and Behaviors:

  • Knowledge of and experience in providing counseling concerning the full range of laws, policies, directives, and practices applicable to public contracting and fiscal issues
