Job description

Summary Develops bid specifications, initiates and evaluates price quotations, authorizes purchase orders, forecasts annual contract requirements, administers and prepares bid specifications for annual contract in assigned commodities, and perform contract administration duties. Essential Duties and Responsibilities Analyzes department requisitions and researches options to determine which vendors provide materials, services, and products at the best price and delivery. Creates and administers bid specifications, quotations, and proposals according to state law and county procedures.

Evaluates and recommends best bid including solicitation and analysis of additional offers, add-ons, and best and final offers. Ensures vendor submission of Form 1295 and HUB certification, current and adequate insurance, and bonds. Checks with Tax Office for tax delinquency.

Issues purchase orders and pays tariffs and taxes as needed. Investigates and resolves problems that arise from nonconforming specifications, poor service, late delivery, cancelled orders, improper invoicing, and back orders. Prepares court communications and spreadsheets for presentations to the Commissioners Court on high dollar items and other action items including late invoices.

Trains and works with department personnel on the requisition system, purchase order problems, and payment problems. Answers questions from departments on system and status of orders. Attends interdepartmental planning meetings where long-range goals involve the purchasing function.

Performs contract administration duties on annual contracts including contacting departments for renewal options and notifying vendors. Participates in the preparation of the Tarrant County fiscal budget. Provides documents for budget estimates.

Facilitates pre-solicitation and site visits with departments and vendors. Performs project scope reviews, pre-award meetings, and vendor reference checks. Reports workload, compliance, analyze spend, and cost savings.

Modifies terms and verbiage of contracts in conjunction with the Criminal District Attorney's Office. Prepares for bid protests, coordinating with protesters and the Criminal District Attorney's Office. Receives and gathers information in response to open record requests.

Performs all other related duties involved in the operation of the business as assigned or required. Minimum Requirements Bachelor's degree. Three (3) years' experience in buying.

Nationally-recognized certification preferred. Knowledge of and experience with spreadsheets and word processing in an automated purchasing or computerized accounting environment. Current knowledge of state laws required.
