POSITION DESCRIPTION:


We are seeking an experienced Senior Proposal Manager to lead and manage complex Federal Government proposal efforts from opportunity qualification through submission and oral presentations. This individual will work closely with Capture Managers, Solution Architects, Technical SMEs, Pricing Teams, and Executive Leadership to develop compelling, compliant, and winning proposals that support Inadev's continued growth.


The Senior Proposal Manager is responsible for leading the full proposal lifecycle for strategic Federal opportunities, including RFPs, RFIs, Sources Sought, IDIQ task orders, GWACs, BPAs, and unrestricted and small business pursuits. The ideal candidate possesses extensive experience managing large, complex Federal proposals and has demonstrated success leading cross-functional proposal teams in fast-paced, deadline-driven environments.


This role requires exceptional leadership, organization, writing, editing, compliance, and communication skills, with the ability to transform technical solutions into compelling customer-focused narratives.


RESPONSIBILITES:


Proposal Lifecycle Leadership

  • Lead the end-to-end proposal development lifecycle from pre-proposal planning through final submission.
  • Develop and manage proposal schedules, milestones, action item trackers, and submission plans.
  • Conduct proposal kickoff meetings, daily standups, status reviews, and executive briefings.
  • Facilitate win theme development, graphics, and solutioning sessions. 
  • Manage Pink Team, Red Team, Gold Team, Executive, and Recovery Reviews.
  • Ensure all proposal activities are completed on schedule and in compliance with solicitation requirements.

Compliance and Proposal Strategy

  • Analyze solicitations, amendments, and acquisition documents to establish compliance requirements.
  • Develop compliance matrices, proposal outlines, annotated templates, and content plans.
  • Partner with Capture Managers to identify win themes, discriminators, proof points, and strategic messaging.
  • Ensure proposal responses directly address evaluation criteria and customer objectives.
  • Drive the development of compelling executive summaries, management approaches, technical volumes, staffing plans,      transition plans, and past performance narratives.

Proposal Team Leadership

  • Lead and coordinate proposal teams consisting of writers, editors, solution architects, SMEs, graphic artists, pricing analysts, subcontractors, and consultants.
  • Assign responsibilities and monitor progress across all proposal workstreams.
  • Facilitate collaboration among Capture, Business Development, Operations, Technical, Finance, Contracts, and Executive      teams.
  • Identify and mitigate proposal risks and resource constraints.
  • Maintain accountability for quality, responsiveness, and submission readiness.

Oral Presentations and Demonstrations

  • Lead the development and management of oral presentation responses.
  • Coordinate storyboard sessions, wall walks, dry runs, and executive rehearsals.
  • Develop presentation outlines, key messages, supporting graphics, and speaker notes.
  • Coach presenters and executives to ensure clear, compelling, and differentiated delivery.
  • Ensure oral presentations align with proposal win themes and customer priorities.
  • The proposal Manager will ensure compliant, differentiated, visually appealing proposals. 

Proposal Quality and Continuous Improvement

  • Provide editorial guidance to improve proposal clarity, compliance, responsiveness, and persuasiveness.
  • Develop and maintain proposal templates, content libraries, style guides, and knowledge repositories.
  • Support continuous improvement initiatives that enhance proposal quality, efficiency, and win rates.
  • Capture lessons learned and best practices following proposal submissions.

Requirements:

NON-TECHNICAL REQUIREMENTS:

  • Must be a U.S. Citizen.
  • Must be willing to work a HYRBID Schedule (2-3 Days) in Reston, VA & client locations in the Northern Virginia/DC/MD area as required.

MANDATORY REQUIREMENTS/SKILLS:

  • Must possess a Bachelor's degree in Business, Communications, English, Journalism, Marketing, Information Technology, Engineering, or a related field.
  • Must posses a minimum of 5 years of Federal proposal management experience.
  • Must have demonstrated success managing competitive Federal proposals ranging from $25M to $100M+ in total contract value.
  • Must possess hands-on experience supporting IDIQs, GWACs, BPAs, task orders, and large unrestricted pursuits.
  • Must possess the proven ability to manage multiple concurrent proposals under aggressive deadlines.
  • Must possess hands-on experience supporting Civilian, Defense, Homeland Security, Regulatory, and Health-related agencies.
  • Must possess hands-on Proposal Management Expertise & Extensive experience leading: Proposal planning, Compliance management, Storyboarding, Color Team Reviews, Recovery and final production & Submission activities.
  • Must possess exceptional writing, editing, facilitation, and presentation skills.
  • Must have the ability to transform complex technical concepts into customer-oriented value propositions.
  • Must possess Strong executive-level communication and stakeholder management skills.
  • Must have strong hands-on technical skills in the following: Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Team, SharePoint, Adobe Acrobat Pro, Adobe Creative Cloud
