The ideal candidate will have a proven track record of overseeing multiple locations and teams, as well as experience with LIHTC, Section 8, and market rate housing. The Regional Manager will be responsible for all financial and physical aspects of the properties in their portfolio, including budgeting, rent collections, compliance reviews, capital needs, and general site and staff performance. The Regional Manager is responsible for all operations of managing the company's properties and personnel within the assigned region. The position requires knowledge of the Low-Income Housing Tax Credit (LIHTC) Section 42, Section 8, and HOME housing programs, as well as management of large teams. Frequent travel between properties in assigned portfolio is expected.
The Regional Manager should have the ability to respond to and promptly resolve problems which may arise in day-to-day operations; be resourceful and self-directed; complete multifaceted task under demanding conditions and accomplish desired results; must have strong interpersonal skills; be proficient in developing team-based working relationships; detail oriented; and project a professional image and a positive attitude.
Essential Functions

  • Direct the daily operations of all properties within the portfolio.
  • Provide support to the Property Managers in their supervision of on-site management and maintenance personnel.
  • Responsible for hiring and developing Property Managers.
  • Support Property Managers in hiring and developing their on-site management and maintenance teams.
  • Responsible for ensuring budgeted occupancy objectives are met.
  • Manage the financial responsibilities of all properties within the portfolio, including assisting in the preparation of annual budgets for each property.
  • Monitors properties' compliance activities regarding resident qualifications and recertifications.
  • Review with Property Managers monthly:
  • Financial performance and the preparation of projections/action plan for balance of the fiscal year.
  • Occupancy Goals and develop action plan to address areas of concern if needed.
  • Current rent collections (AR) and discuss action if necessary.
  • Current rent levels and adjust where necessary.
  • Monitor and ensure annual rent changes (i.e., GRC), are processed on time.
  • Responsible for preparation of all regulatory compliance reviews and physical inspections. Work with Compliance and Physical Plant departments for successful results.
  • Coordinate capital maintenance activities and priorities within budgetary limits of each property within the portfolio. Review all documented capital improvement needs/projects, including solicited bids, contractor references, and insurance liability certificates in accordance with Vesta standards. Monitor the status of capital projects.
  • Oversee resident retention initiatives (i.e., resident functions, promotions, monthly newsletters, etc.) and participation in National Night Out.
  • Oversee community emergency procedures (i.e., criminal activity, natural disaster, injuries).
  • Provide support and ensure timely responses regarding internal department requests.
  • Other duties as assigned by management.

Requirements
Required Education and Experience:
  • High School or GED diploma, Associate's degree preferred.
  • 5 years of related experience/ proven track record successfully overseeing multiple locations and management level employees.
  • Experience with LIHTC Section 42 Housing Program.
  • COS and/or CPO Certification.
  • Experience in a supervisory role/capacity required.
  • Bilingual in English and Spanish strongly preferred
  • Experience in Microsoft Office Suite and Property Management Software(s), including proficiency in Yardi.

Additional Eligibility Qualifications:
  • Bachelor's degree in business management/property management.
  • ARM or CPM preferred.
  • Valid Driver's License and clean driving record required.
  • Successful completion of a background check and drug screening required.
