Job Title: Property Manager
Location: Windsor, CA
Pay: $25.00+/hour DOE
Schedule: Full-Time | Monday-Friday

Position Overview

Key Staffing is currently seeking an experienced Property Manager to oversee the daily operations of a 134-unit affordable housing community in Windsor, CA. This role is responsible for managing property operations, resident relations, occupancy, leasing activities, compliance, and affordable housing program requirements while ensuring a high level of service to residents.

This is an excellent opportunity for a property management professional with experience in affordable housing, resident services, leasing, and regulatory compliance. The ideal candidate will be knowledgeable in housing programs, recertifications, income verification, and maintaining compliance with federal, state, and local housing regulations. Due to the size of the community, we are seeking candidates with experience managing larger apartment communities and overseeing high-volume resident, leasing, and compliance activities.

Key Responsibilities
Oversee the day-to-day operations of a 134-unit affordable housing community
Manage resident relations and provide exceptional customer service
Coordinate leasing activities including applications, move-ins, move-outs, and lease renewals
Process applicant files and maintain waiting lists in accordance with program guidelines
Conduct annual and interim recertifications and ensure accurate income and asset verification
Maintain compliance with affordable housing regulations, company policies, and program requirements
Ensure resident files, lease documents, and compliance records are complete and audit-ready
Monitor occupancy levels and assist with marketing and outreach efforts
Coordinate with maintenance staff and vendors to ensure timely completion of work orders and property upkeep
Conduct property inspections and address resident concerns in a professional manner
Assist with rent collection, delinquency follow-up, and resident communications
Prepare reports and maintain accurate property, resident, and compliance records
Utilize Yardi, AppFolio, or similar property management software to manage daily operations


Qualifications
Previous Property Management experience required
Experience managing large apartment communities preferred
Affordable Housing experience strongly preferred
Experience with HUD, Tax Credit (LIHTC), Section 8, Project-Based Voucher, or other affordable housing programs preferred
Experience processing certifications, recertifications, income calculations, and eligibility documentation preferred
Yardi, AppFolio, or similar property management software experience preferred
Strong customer service, communication, and conflict resolution skills
Experience with leasing, resident relations, occupancy management, and compliance
Proficiency in Microsoft Office, including Word, Excel, and Outlook
Strong organizational skills and attention to detail
Ability to manage multiple priorities while maintaining compliance standards
Reliable, professional, and self-motivated


Physical Requirements
Ability to walk the property and conduct inspections as needed
Ability to sit and work at a computer for extended periods
Ability to occasionally lift and move materials up to 25lbs
Ability to travel throughout the property and respond to operational needs
