Description
The Finance and Administration Cabinet, Division of Real Properties manages the Commonwealth of Kentucky'sreal property. Responsibilities include the acquisition of property required by the Commonwealth (excludinghighway right-of-way, Universities and the Kentucky Community and Technical College System); maintaining anaccurate inventory of owned and leased state property; leasing land and, or, buildings for use by stateagencies; maintaining space assignment records of all state-owned buildings managed by the cabinet; andpreparing quarterly occupancy charges for all cabinet-managed buildings. The Division acquires, sells, leasesand inventories real property, as well as designs and space plans state owned and leased properties.
The Property Management Program Analyst is a valued member of the Real Properties team. The position islocated within the Leased Properties Branch and will primarily assist agencies with their leased propertyneeds.
Key Responsibilities:
  • Procure new leased space through competitive bidding
  • Modify lease terms as needed to meet agencies needs
  • Meet with agency representatives and owners
  • Conduct site visits
  • Draft lease agreements, lease modifications and correspondence
Preferred Knowledge, Skills and Abilities:
  • Strong written and verbal communication
  • Knowledge of leasing real property
  • Perform under pressure to complete projects in a timely manner
  • Proficient with Microsoft Office products - mainly Outlook and Word

Substitute EDUCATION for EXPERIENCE:Graduate training in property analysis/evaluation or a related field will substitute for one year of the required experience.
Substitute EXPERIENCE for EDUCATION:Additional experience in property analysis/evaluation or a related field will substitute for the bachelor's degree on a year-for-year basis.
SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.):NONE
Working Conditions
Incumbents working in this job classification will be required to visit property sites. Inspect and write reports on construction sites.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
