Position Overview
Qinetiq US is looking for a Project Task Manager. This position will be supporting the Department of Transportation Office of the Chief Information Officer (OCIO). This is a highly visibility position supporting IT portfolio management initiatives driven by recent infrastructure bill. May also involve grants management support and performance measurement. Position will provide program management, project coordination and integration and governance support to OST CIO's IT initiatives throughout the IT solution lifecycle, and technology integration. This includes but may not be limited to support for OST's key governance structures and entities, including the Technology Review Board, Investment Review Board and its subcommittees and working groups. This also includes support for the Department's 508 and WCAG compliance programs.
Responsibilities
  • Analysis and support for the monthly IT investment review for the
    federal IT Dashboard submission
  • Input to the quarterly Integrated Data Call (IDC) submission to OMB
  • Support the updates to the internal IT governance tools and platforms
    and administration of communications to the DOT IT community
  • Support the execution of investment activities
  • Support the maturity and modernization of DOT Records Management
    program
  • Conduct IT Investment, Program, Project Reviews
  • Support the performance metrics, analysis and reporting pertaining to the
    DOT IT portfolio
  • Provide support for (including but not limited to) input on responses to
    OMB & GAO requests
  • Oversee data governance and processes, information management and
    reporting within the key IT portfolio management tools, systems and
    platforms Meeting management and preparation support for briefings for
    internal and external communications with stakeholders Support
    development and product of strategic planning products to include the
    Department's IT Strategic Plan
  • Support for DOT implementation of its FITARA and other federal
    mandates
  • Support the maturation of the DOT Enterprise IT Risk Management
    Program
  • Support development of program status reports
  • Coordinate OA privacy program meetings (monthly)
  • Support monthly DOT privacy community meetings (agendas, minutes,
    follow-up actions) (monthly)
  • Conduct analysis to recommend internal business and performance
    metrics to support the maturation of the IT portfolio
  • Provide analysis and response to privacy plans submissions submitted by
    OAs for DOT CPO for review and approval (daily)
  • Conduct data analysis of the IT budget, IT spend plans, and IT
    acquisitions across the Department and provide recommendations for
    shared service, federal mandates, and DOT specific initiatives
  • Support the integration of the IT budget, IT spend plans, and IT
    acquisitions into DOT OCIO processes and tools
  • Provide development, maintenance, tracking, reporting of OA privacy
    plan POA&Ms (daily)
  • Manage communications to include Outlook mailboxes - responding to
    internal inquiries for guidance and drafting responses for external
    communications (daily)
  • Develop/update implementation instructions and templates to support
    implementation of Departmental Privacy Risk Management program and
    policy (ongoing)
  • Support privacy integration with other OCIO activities, including but not
    limited to records management, PRA, cybersecurity, open data (ongoing)
  • Maintain program website and SharePoint sites (ongoing)
  • Provide analysis of OMB privacy guidance (ongoing - as needed)

Required Qualifications
  • Bachelor's degree
  • 8 years of experience
  • Ability to obtain/maintian DOT Public Trust

Pay Transparency
The salary range for this role is $135,000 - $138,500 USD. The salary range provided is a good faith estimate representative of all experience levels. QinetiQ US considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
