Period of Performance: 395 calendar days with an extension of up to 4 additional years.

Position Overview: 
Project Solutions Inc. is seeking an experienced Senior Construction Representative for an exciting opportunity in Grand Rivers, KY. The Senior Construction Representative supports a USACE project by performing on-site inspections and ensuring construction work meets contract requirements, safety standards, and quality expectations.
This role is contingent upon award of project.
Project/Position Overview:
The purpose is to provide a Senior Construction Representative to perform Construction Management Services (CMS) at the Kentucky Lock Area Office located in Grand Rivers, KY in support of the Kentucky Lock Addition Civil Works Mega Project. 
Responsibilities and Duties:

  • Perform on-site inspections of ongoing construction activities to ensure compliance with plans, specifications, and contract requirements
  • Review contractor reports, test results, and quality control documentation
  • Verify materials, workmanship, installation, and testing meet required standards
  • Identify deficiencies and ensure timely corrective actions
  • Ensure work complies with USACE standards, OSHA regulations, and EM 385-1-1 safety requirements
  • Participate in Activity Hazard Analysis (AHA) and safety meetings
  • Monitor contractor adherence to the USACE 3-phase quality control system
  • Prepare and submit daily Quality Assurance Reports (QAR) using RMS
  • Maintain logs for deficiencies, RFIs, and field issues
  • Keep organized records of project documentation, reports, and correspondence
  • Review and update as-built drawings and project records
  • Work closely with contractors to resolve issues and verify corrective actions
  • Review contractor submissions, schedules, payrolls, and progress reports
  • Monitor contractor responsiveness and performance
  • Attend and participate in meetings, inspections, and project reviews
  • Assist in progress payment evaluations and submittal reviews
  • Conduct final inspections and verify completion of punch list items
  • Provide recommendations to the COR/ACO on acceptance or rejection of work
  • Advise on construction methods and contract interpretation
  • Inspect specialized construction processes and offsite fabrication
  • Mentor and guide junior staff on construction and QA practices
  • Support risk management for critical construction activities
  • Conduct labor compliance checks and inventory inspections
  • Complete required training (First Aid/CPR, CQM)

Required Education, Skills, and Abilities

Education/Certification:

  • Minimum four (4) year Bachelor's degree in Engineering, Construction Technology, Construction Management or other related field preferred.
  • OSHA 30-hour construction safety training is required
Experience:
  • Minimum of 15 years experience in the construction industry
  • Familiarity with EM 385‐1‐1 (USACE Safety and Health Requirements Manual) and 29 CFR 1926 OSHA Construction Industry Regulations
  • Experience in concrete construction is preferred
  • Specialized experience in heavy civil construction (preferably USACE projects)
  • Must have extensive construction experience, especially in field inspections (quality and compliance with plans/specs), reviewing contractor reports and performing QA inspections
Key Attributes & Skills:
  • Ability to read and interpret plans, specifications, and as-built drawings
  • Excellent written and verbal communication, problem-solving, and conflict resolution skills
  • Knowledge of software including MS Teams, MS Word, MS Excel, Adobe Acrobat, ProjectTeam, Primavera, MS Project, and any other software programs typically utilized
  • Ability to maintain a valid driver's license
  • Ability to communicate effectively with a diverse range of individuals
  • Ability to multi-task and prioritize in a fast-paced work environment
  • Ability to walk and climb stairs or ladders on a daily basis to observe and inspect contract performance
  • Work will predominantly be on night shift; however, there may be some occasions where day shift work is required
