The MSR-FSR Project Manager serves as the senior on-site representative for MSR-FSR, providing operational leadership for all personnel assigned to the Samsung Base Build Program. Acting as the primary liaison between MSR-FSR, the client, and our employees, this role ensures exceptional service delivery, workforce engagement, rapid issue resolution, and consistently positive client experience.

Position Summary
The Client-Side Third-Party QA/QC Project & Quality Manager is responsible for the development, implementation, management, and continuous improvement of the project's Quality Management Program during the design, construction, commissioning, and turnover phases of a major semiconductor Base Build project.
Acting as the Owner's quality representative, this individual leads a multidisciplinary QA/QC organization responsible for Electrical, Mechanical, Process Piping, Instrumentation & Controls (I&C), CSA (Civil, Structural & Architectural), Fire Protection, Data Analytics, and Document Control functions. The role ensures construction quality, specification compliance, timely defect resolution, contractor accountability, and successful system turnover while maintaining alignment with project schedule and commercial objectives.
The QA/QC Project & Quality Manager serves as the primary interface between the Owner, EPCM, General Contractor, Trade Contractors, Design Teams, Commissioning Teams, and Operations stakeholders regarding all quality-related matters.
Key Responsibilities
Quality Leadership & Program Management
- Develop, implement, and maintain the Project Quality Management Plan.
- Establish project quality objectives, KPIs, reporting structures, and performance metrics.
- Lead the third-party QA/QC team and provide strategic direction across all disciplines.
- Create and maintain quality governance processes including inspections, audits, surveillance activities, and reporting.
- Ensure quality requirements are integrated into construction execution plans and contractor work processes.
- Drive a proactive quality culture focused on prevention, early detection, and continuous improvement.
- Chair weekly and monthly Quality Review Meetings with project leadership.
- Act as the Owner's escalation point for all significant quality concerns.
Construction Quality Oversight

Contractor Quality Management
- Review and approve contractor Quality Plans and Inspection & Test Plans (ITPs).
- Verify contractor compliance with project specifications, codes, standards, and owner requirements.
- Monitor execution through site inspections, audits, and surveillance activities.
- Lead quality investigations and root cause analyses.
- Ensure timely closure of non-conformances and punch list items.
- Monitor quality trends and implement corrective and preventive actions.
- Evaluate contractor quality performance using agreed KPIs.
Inspection & Testing Program
- Establish inspection strategies and resource requirements.
- Manage project inspection schedules and staffing plans.
- Validate completion of inspection checklists and turnover documentation.
- Ensure construction quality verification is completed prior to system turnover.
- Review and approve inspection reports and quality records.
Data Analytics & Quality Reporting
- Lead the project Quality Data Analytics program.
- Oversee Development of dashboards tracking:
- Inspection volumes

- Compliance with Owner document retention requirements.

Education

- Minimum 10 years supporting semiconductor, pharmaceutical, microelectronics, data center, or advanced manufacturing projects.
- Minimum 5 years leading large multidisciplinary QA/QC teams.
- Experience on projects exceeding $500M in total installed cost preferred.
- Extensive owner-side or third-party QA/QC experience preferred.
