Location: Waterford, MI (Hybrid with flexibility). Salary Range: $107,853 - $144,503.

What You’ll Do
  • Improve workflows, update policies, and recommend technology enhancements for procurement functions.
  • Lead and supervise the Procurement Division, setting priorities, coaching and developing staff, and holding team members accountable to standards and expectations.
  • Oversee contracts, RFPs, and purchasing documents to ensure compliance, accuracy, and value.
  • Negotiate and manage complex, high-visibility contracts.
  • Partner with County departments and leadership to develop strategic procurement solutions.
  • Ensure transparency through reporting and adherence to local, state, and federal regulations.
  • Advance supplier diversity through vendor outreach and engagement.

Minimum Qualifications
  • Possess a Bachelor’s degree from an accredited college or university (preferred majors: Business Administration, Public Administration, Economics, Accounting, or related field).
  • At least eight (8) years of full-time professional procurement or purchasing experience in private or public sector/government, with at least three (3) years in supervision or leadership of employees.
Additional Desirable Qualifications
  • Professional certifications: CPM, CPPB, or CPSM (or equivalent).
  • Knowledge of purchasing practices, market conditions, and public procurement laws and regulations.
  • Experience managing a union-represented workforce and engaging in vendor outreach and supplier diversity efforts.
  • Experience in contract negotiations and in developing complex contracts and bid documents.
  • Ability to plan, organize, direct, and evaluate work; establish and maintain relationships with vendors and stakeholders; and analyze procurement data for reporting.
  • Familiarity with AI use in purchasing technology and proficient in word processing, spreadsheets, databases, email, and internet software.
Supervision Exercised
  • Plans, directs, and makes staffing decisions for the Procurement Division (team of 4–8). Instructs, assigns, schedules, checks work, appraises performance, and participates in discipline decisions as needed.
Essential Job Functions
  • Develops procurement contracts and lease agreements ensuring appropriate terms and conditions.
  • Collaborates with Department Directors, Administrators, and Elected Officials to develop departmental specifications aligned with strategic direction and cost savings.
  • Reviews and approves procurement reports and activities for the public or Board of Commissioners.
  • Maintains knowledge of current procurement trends and applicable laws and practices.
  • Conducts regular one‑on‑one meetings with staff to monitor contract status, priorities, workloads, and deadlines.
  • Develops and implements procedures for efficient processing of requisitions, orders, invoices, and related records.
  • Provides training and ensures ongoing development of Procurement staff and departmental contacts on best practices and policy changes.
  • Oversees diversity efforts to expand County supplier diversity and engage minority‑owned, women‑owned, and veteran‑owned businesses.
  • Participates in vendor outreach as needed and negotiates favorable contract terms with vendors.
  • Prepares data for reporting to the Chief Procurement Officer and supports budget and objective setting for the division.
Additional Duties & Responsibilities
  • Performs other duties as assigned; complies with all policies and standards; uses countywide and department software to complete assignments.
  • Detail: Oversee a fair and transparent centralized procurement program for County departments and elected officials in accordance with Purchasing Policies and Procedures Manual, board resolutions, and applicable laws.
  • Manage ongoing supplier diversity initiatives and vendor outreach.
  • Provide recommendations on division personnel, budget, goals, objectives, and technology updates; update workflow processes and the Purchasing Policies and Procedures Manual as needed.
  • Utilize current countywide and department software to complete assignments.
