Job description

Position Overview

The Procurement Manager manages material control, project receiving, inventory accountability, tool management, and delivery of coordination activities tied directly to the CNY C6 Project. The role stays involved in material tracking, vendor coordination, purchasing activities, subcontract support, delivery schedules, lead times, procurement planning, and field coordination tied to active work areas across the Project.

The Procurement Manager is expected to maintain visibility on procurement-related issues, identify delays or shortages early, and keep communication moving between vendors, operations, engineering, accounting, subcontractors, and Project leadership as work progresses.


Responsibilities

  • Work directly with operations leadership, Project Managers, engineering teams, subcontractors, vendors, accounting, and support departments assigned to the Project
  • Manage project receiving activities, material deliveries, inventory levels, and storage areas tied to ongoing construction operations
  • Participate in operational meetings, planning discussions, procurement reviews, coordination meetings, and project updates tied to ongoing work activities
  • Review procurement concerns, delivery impacts, material shortages, vendor issues, subcontract support needs, and operational priorities tied to active work areas
  • Identify and address procurement conflicts, material shortages, delivery delays, vendor concerns, and unresolved supply issues before they begin affecting production or schedule
  • Coordinate communication between vendors, subcontractors, operations, engineering, accounting, field supervision, procurement staff, and Project leadership throughout the Project
  • Maintain accountability for company-owned tools, equipment, and high-value assets assigned to the Project
  • Coordinate with Scheduling, Operations, Engineering, Accounting, Project Controls, Safety, Quality, Utilities, and support departments tied to procurement-sensitive work activities
  • Coordinate with Operations, Procurement, Field Supervision, and Project Teams to ensure materials and equipment are available when needed
  • Coordinate material deliveries and distribution activities to support project schedules and active work areas
  • Track tool assignments, equipment usage, returns, and inventory levels throughout the project
  • Maintain yard organization, material storage locations, and inventory records to support field operations


Qualifications:

  • Strong knowledge of procurement processes within heavy civil construction
  • Experience negotiating supplier agreements and subcontractor purchasing
  • Ability to manage multiple procurements while meeting project schedules
  • Strong understanding of contracts, material lead times, logistics, and inventory management
  • Excellent communication, negotiating, and organization skills
  • Proficient with Microsoft Office, ERP systems, Viewpoint/Vista, or similar procurement software


Education/Experience:

  • High school diploma or GED required; Bachelors degree in Supply Chain Management, Construction Management, Business Administration, or related field preferred
  • Minimum of 7-10 years of procurement or purchasing experience in heavy civil construction or infrastructure projects
  • Minimum of 5 years of leadership or management experience
  • Experience supporting large design-build transportation projects is highly preferred
