About the Role
Emerging Tech is seeking a full-time, onsite Project Manager to support infrastructure modernization projects at the Waco VA Medical Center. The Project Manager will oversee project planning, budgeting, financial management, reporting, scheduling, and stakeholder coordination throughout the project lifecycle while serving as the primary liaison between the Government, design teams, contractors, and project stakeholders.
This role is best suited for an experienced Project Manager with a strong background leading complex capital improvement, healthcare, or federal construction projects. The primary focus is project leadership, budget oversight, reporting, schedule management, risk management, and successful project delivery rather than day-to-day construction supervision.
Key Responsibilities
โ€ข Lead the planning, execution, monitoring, and successful delivery of multiple construction and infrastructure projects.
โ€ข Develop and maintain comprehensive Project Management Plans, including communication plans, schedule management plans, quality management plans, and risk management plans.
โ€ข Manage project budgets, financial reporting, cost forecasting, funding allocations, expenditures, and overall project financial performance.
โ€ข Review contractor pay applications, contract modifications, change orders, and cost proposals while ensuring budget compliance.
โ€ข Develop, maintain, and monitor project schedules, milestones, and critical path activities to ensure timely project delivery.
โ€ข Prepare executive-level project reports, dashboards, meeting minutes, risk registers, action item logs, and status updates for Government leadership.
โ€ข Coordinate activities between the Contracting Officer's Representative (COR), VA leadership, architects, engineers, contractors, consultants, and other project stakeholders.
โ€ข Identify project risks and develop mitigation strategies to minimize impacts to schedule, budget, and project performance.
โ€ข Track project deliverables, testing, inspections, commissioning activities, and project closeout documentation.
โ€ข Maintain accurate project documentation and update VA project tracking systems and reporting databases.
โ€ข Support procurement activities by assisting with Statements of Work (SOW), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), and project documentation.
โ€ข Ensure compliance with VA standards, federal regulations, project requirements, and organizational policies.
Required Qualifications
โ€ข U.S. Citizenship required with the ability to obtain a favorable National Agency Check (NACI).
โ€ข Bachelor's degree in Construction Management, Engineering, Architecture, Business, Project Management, or a related field.
โ€ข Minimum of 10 years of project management experience leading construction, healthcare, facilities, capital improvement, or infrastructure projects.
โ€ข Demonstrated experience managing project budgets, financial reporting, cost forecasting, contract modifications, project schedules, and executive-level reporting.
โ€ข Experience coordinating multidisciplinary teams consisting of Government stakeholders, architects, engineers, contractors, and consultants.
โ€ข Experience supporting federal agencies, Department of Veterans Affairs (VA), DoD, or other government construction programs is strongly preferred.
โ€ข Strong knowledge of project management methodologies, project controls, risk management, cost management, and schedule management.
โ€ข Proficiency with Microsoft Project, Microsoft Office Suite, SharePoint, and project management software.
โ€ข Excellent written and verbal communication skills with the ability to prepare executive reports and present project updates to senior leadership.
โ€ข Ability to work onsite full-time at the Waco VA Medical Center.
โ€ข Ability to work nights and weekends as required by project activities.
Preferred Qualifications
โ€ข Project Management Professional (PMP) certification.
โ€ข Experience supporting Department of Veterans Affairs Medical Center projects.
โ€ข Experience managing healthcare or hospital construction and infrastructure modernization projects.
