The opportunity. GHD has an opportunity for a Civil Design Engineer with hands-on civil design experience to join our Guam office. This role is intended for an engineer who can independently advance assigned designs, perform and document engineering calculations, prepare technical reports, and take ownership of the quality, coordination, and timely delivery of their work. The successful candidate will work under the general direction of a Project Manager or senior technical lead while exercising sound engineering judgment and increasing responsibility for design decisions and deliverables.

Key Responsibilities
  • Lead or independently complete assigned civil design tasks for site development, roadways, grading, stormwater drainage, water and wastewater utilities, and related infrastructure projects.

  • Develop design criteria, engineering approaches, calculations, analyses, and recommendations from concept through final design.

  • Prepare clear, technically sound calculations, design reports, technical memoranda, utility studies, specifications, cost estimates, and permit-support documentation.

  • Produce and coordinate construction documents, including plans, profiles, details, schedules, specifications, and design narratives, using Civil 3D, AutoCAD, and other applicable design software.

  • Take responsibility for assigned design deliverables, including technical accuracy, completeness, quality control, schedule, budget awareness, and resolution of interdisciplinary comments.

  • Apply applicable codes, standards, client criteria, and engineering best practices to design decisions, and clearly document design assumptions and professional judgment.

  • Perform stormwater management, hydrologic and hydraulic, grading, earthwork, utility, and site-development analyses appropriate to project needs.

  • Coordinate directly with structural, geotechnical, environmental, survey, architectural, utility, and other disciplines to resolve design interfaces and conflicts.

  • Conduct site investigations and field verification to establish design conditions, evaluate existing infrastructure, and support constructability.

  • Support permitting and technical coordination with local and federal agencies, utilities, clients, and other stakeholders.

  • Review contractor submittals, shop drawings, RFIs, and proposed changes for consistency with the design intent and contract documents.

  • Provide technical guidance to junior staff and review their calculations and drawings as assigned.

  • Communicate design status, risks, decisions, and required actions clearly in project meetings and written correspondence.

Education
  • Bachelor of Science in Civil Engineering or Environmental Engineering from an accredited university.

  • Proficiency in AutoCAD Civil 3D, including development of design surfaces, grading, alignments/profiles, corridors, pipe networks, and construction plan production, as applicable to prior project work.
  • Working knowledge of applicable civil engineering codes, standards, permitting requirements, and quality-control practices.
  • Strong technical writing, verbal communication, organization, and problem-solving skills.
  • Ability to work independently, identify and resolve design issues, and remain accountable for assigned scope, schedule, and deliverable quality.
  • Ability to collaborate effectively within multidisciplinary project teams.
Qualifications
  • Minimum of 4 years of progressive civil engineering design experience.

  • Professional Engineer (PE) license, or demonstrated ability and commitment to obtain PE licensure within 12 months of hire.

  • Demonstrated experience completing engineering calculations and analyses and translating results into coordinated design documents.

  • Demonstrated experience preparing technical reports, design narratives, specifications, and other professional engineering documentation.

Preferred Experience 

  • Design experience in one or more of the following: site development, roadway, stormwater drainage, water distribution, wastewater collection, utility coordination, or transportation infrastructure.
  • Experience delivering plans, specifications, calculations, design reports, utility studies, and engineer estimates through intermediate and final design milestones.
  • Experience with hydrologic/hydraulic modeling, GIS, stormwater modeling, water or wastewater modeling, or related engineering software.
  • Experience supporting projects for public agencies, utilities, federal clients, or Department of Defense clients.
  • Experience mentoring or checking the work of junior engineers and designers.
