Company OverviewTL Services is an SDVOSB construction firm specializing in mechanical, electrical, plumbing, building automation, low voltage systems, and renovations of existing facilities for the U.S. Department of Veterans Affairs, including VA Medical Centers, Community-Based Outpatient Clinics (CBOCs), and related federal facilities. We deliver mission-critical projects that directly support the care of our nation’s veterans.Position Summary

The Project Manager is responsible for the complete and successful delivery of assigned VA construction projects — from preconstruction through closeout. The PM owns project schedule, budget, quality, safety, and client satisfaction, and is the day-to-day point of contact for the VA Contracting Officer’s Representative (COR), and third-party A/E firms who perform the designs on the projects we execute. The PM typically manages one to three concurrent projects ranging from $500K renovations to $25M+ design-build or design-bid-build assignments inside active VA medical facilities.

Key Responsibilities
Project Execution
  • Lead all phases of assigned VA projects: preconstruction, buyout, mobilization, construction, commissioning, and closeout.
  • Develop and maintain the project baseline schedule in MS Project; manage monthly updates, three-week look-ahead, and recovery schedules when needed.
  • Own the project budget; produce accurate monthly cost-to-complete forecasts and identify margin risks early.
  • Manage RFIs, submittals, change orders, modifications, and pay applications through Procore.
  • Conduct OAC (Owner-Architect-Contractor) meetings and document decisions, action items, and risks.
Healthcare Construction in Active Facilities
  • Plan and enforce Infection Control Risk Assessment (ICRA) barriers, negative-air containment, and Interim Life Safety Measures (ILSM) for every phase of work in occupied VA medical facilities.
  • Coordinate utility shutdowns, ITM (Infection Control, Traffic, Material) routes, and after-hours work with VA Engineering Service, Infection Prevention, Safety, and clinical departments.
  • Comply with The Joint Commission, NFPA 101 Life Safety Code, NFPA 99 Health Care Facilities Code, and VA Physical Security and Resiliency Design Manual requirements.
Safety & Quality
  • Enforce a zero-incident safety culture aligned with EM 385-1-1 and OSHA 29 CFR 1926; conduct/attend weekly safety meetings and pre-task plans.
  • Implement the project Quality Control Plan, including three-phase inspections (preparatory, initial, follow-up) and definable features of work.
  • Drive punch list closure, commissioning, OSR/OSI documentation, and final acceptance.
Team & Subcontractor Management
  • Lead the project team including construction managers(s) and field staff.
  • Manage subcontractor and vendor performance — scope, schedule, quality, safety, and billing.
Client & Stakeholder Relations
  • Serve as the primary daily interface with the VA COR, and design team.
  • Build trust through proactive communication, transparent reporting, and disciplined follow-through.
  • Represent the company professionally on the VA campus at all times.
Required Qualifications
  • Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or related field (equivalent experience considered).
  • 5+ years of construction project management experience, with at least 3 years executing VA, USACE, NAVFAC, or comparable federal projects.
  • Experience delivering projects $5-M+ in occupied healthcare or mission-critical facilities.
  • Working knowledge of FAR, VAAR, Davis-Bacon, EM 385-1-1, and VA Master Specifications.
  • Proficiency with Procore (financials, RFIs, submittals, change events, daily logs) and Primavera P6 or MS Project.
  • Proficiency with Bluebeam Revu for drawing review, takeoffs, and markups.
  • Excellent written and verbal communication; able to represent the company credibly to VA personnel.
Preferred Qualifications
  • Experience as or alongside an SDVOSB / prime contractor.
  • Certifications: PMP, DBIA, LEED AP, OSHA 30, and CQM-C (USACE/NAVFAC Construction Quality Management for Contractors).
  • ASHE Health Care Construction Certificate (HCC).
  • Experience with design-build delivery and IDIQ / MATOC task order execution.
