Position Summary
SIRIS is seeking an experienced Project Manager to support the Electronic Health Record Modernization (EHRM) Program at the VA Medical Center in Wappingers Falls, New York. The Project Manager will report to the Program Manager and serve as the Owner's Representative, collaborating closely with VA staff, designers, contractors, and project stakeholders to oversee the successful planning, execution, and delivery of complex healthcare construction projects. This role is responsible for ensuring projects are completed in accordance with established technical, cost, schedule, quality, and safety requirements.
Who Will Succeed in This Role
This role is ideal for professionals who have successfully managed complex healthcare or federal construction projects, including those for the VA, DoD, USACE, or GSA, with experience in:
  • Hospital facility renovations, infrastructure upgrades, and electrical system improvements.
  • Data center construction and mission-critical facility upgrades.
  • Telecommunications, structured cabling, and IT infrastructure installations.
  • Server room construction and equipment installations.
  • Clinical and administrative space renovations.
  • Facility modifications supporting new technology, workstations, and operational improvements.
  • Building systems integration, power distribution, and HVAC modifications supporting IT systems.
  • System commissioning, testing, and turnover activities.
  • Coordinating construction activities within active healthcare environments.
  • Collaborating with multidisciplinary project teams while balancing technical, financial, and operational priorities.

Key Responsibilities
  • Manage facility construction projects from planning through closeout, including oversight of engineering, design, construction, schedule control, cost management, program budgeting, and overall project management activities.
  • Provide decisive leadership in business, technical, and personnel management involving multidisciplinary project teams and diverse functional activities.
  • Maintain overall responsibility for project technical quality, budget, schedule, and successful execution.
  • Lead construction oversight, inspection, and quality assurance activities to ensure work complies with contract requirements, construction documents, codes, and VA standards.
  • Maintain daily construction progress reports, inspection reports, and project documentation.
  • Review contractor schedules, monitor project progress, identify risks, and recommend corrective actions to maintain project milestones.
  • Analyze project financial performance, budgets, cost trends, and funding utilization.
  • Participate in construction progress meetings and coordinate resolution of technical and construction issues.
  • Review testing, inspection, commissioning, and quality assurance documentation for compliance.
  • Support contract administration, change order management, claims evaluation, and contract modifications.
  • Review contractor submittals, RFIs, schedules, pay applications, and construction documentation for compliance with project requirements.
  • Prepare project status reports, executive summaries, correspondence, and analytical documentation for VA leadership.
  • Maintain project tracking systems and provide timely reporting on schedule, cost, quality, and project performance metrics.
  • Serve as the Owner's Representative by coordinating effectively with VA personnel, design consultants, contractors, and project stakeholders throughout all phases of construction.
  • Interpret construction drawings, specifications, and contract documents to ensure accurate execution of project requirements.
  • Communicate effectively with project team members, clients, contractors, and senior leadership to facilitate project success.

Given that the work takes place within an operational hospital, Construction professionals must consider the following:

Education & Experience
Education
  • Bachelor's degree in construction management, Engineering or Architecture from an accredited University.
  • Candidates must possess a minimum of seven (7) years of professional experience managing facility construction projects, including responsibility for engineering and design oversight, construction supervision, schedule control, cost management, program budgeting, and overall project management.
  • A college degree is required; however, education may be substituted with ten (10) years of directly related construction management experience.

Certifications
  1. OSHA 30: Required
  2. CCM, PMP, PE, or equivalent construction management credentials preferred

Experience
  • Experience supporting regulated environments (federal, healthcare, or institutional) is highly desirable
  • Candidates may be asked to provide examples or documentation of completed projects demonstrating relevant experience

Additional Requirements
  • Familiarity with construction practices, quality assurance, scheduling, cost management, and change management
  • Demonstrated ability to exercise independent judgment in administrative, financial, and compliance matters
  • Proficiency with Microsoft Office Suite and Adobe Acrobat
