Project Manager

Position Summary:

The Project Manager leads and oversees the Contractor's entire team performing under this task order and holds primary responsibility for successful execution of all Program and Project Management functions (PWS Tasks 1 and 2), spanning USAidgov, USAlogin, USApriv, and USAfx.

Key Responsibilities:

  • Serve as the Contractor's primary point of contact with EOUSA CSS-ESS Government Program & Project Managers and the COR
  • Direct development and delivery of the Program Management Plan (PMP), Quality Control Plan (QCP), and Transition-In/Transition-Out Plans
  • Own program budgeting: burn-rate forecasting, ETC/EAC development, and monthly financial reporting
  • Coordinate project calls with stakeholders, including U.S. Attorneys System Owners
  • Facilitate agile ceremonies; oversee product backlog grooming across USAidam components
  • Prepare and present Monthly Status Reports (MSRs) and Quarterly Program Management Reviews (Q-PMRs)
  • Coordinate response to security patches, VPR Notices, and hotfixes with the SOC
  • Manage staffing plan, including timely replacement of departing personnel (within 30 days)
  • Serve as an alternate escalation point for After-Action Reports following service-degrading incidents

Minimum Qualifications

  • Bachelor's degree in a relevant field (or equivalent experience)
  • PMP certification strongly preferred
  • Demonstrated experience managing IT/cybersecurity services contracts of similar size, scope, and complexity (federal experience preferred)
  • Experience with Agile/Scrum delivery frameworks
  • Excellent written and verbal communication skills; experience briefing senior government stakeholders
  • Must be employed by a U.S.-based company with support services local to Washington, DC, and be available to all places of performance, including travel at no additional charge to the Government
  • Must possess, or be able to obtain, a Federal Government background check/clearance at the Secret level
