Raytheon Operations and Supply Chain (OSC) is seeking a strong candidate to join our energetic, and collaborative environment in support of the Advanced Technology subcontracts and procurement team.The selected individual will be responsible for leading procurement efforts in support of multiple development programs within the early stages including R&D, proposal captures, engineering manufacturing and development, and low-rate production. In this role, you will foster relationships with our internal customers, suppliers, and administer subcontracts in a fashion consistent with integrated supply chain models.The procurement professionalwill operate as the focal point interface to handle communication between Raytheon Programs and suppliers. This is a remote position, and an individual contributor role.

What You Will Do :

Lead Supplier interaction and collaboration with internal cross-functional teams to manage a variety of procurements including but not limited to build-to-print, performance specifications, Supplier Statements of Work (SSOWs), with medium/high complexity.
Select qualified suppliers and seek alternate suppliers (when applicable).
Prepare, issue, evaluate, and manage Requests for Quotations/Proposals.
Perform price and cost analyses and lead supplier negotiations of contractual terms including price, deliveries, payments, Terms & Conditions, and supplier exceptions to technical, quality, and government flowdown requirements.
Prepare purchase orders (PO) and documentation in accordance with company directives, prime contract flow downs and company work instructions.Post-award management of POs to be handled in accordance with company directives and work instructions.
Effective management, reporting and resolution of procurement metrics.
Manage Suppliers to meet Program requirements with the desired quality and delivery.
Issue and conflict resolution of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various subcontract types (Cost Types, Firm Fixed price, Time & Material).
Prepare and execute various types of agreements, such as: PIAs / MDAs., Long Term Agreements, OTs, WFPP CRADA, Bailment, etc.
Nurture professional business relationships with first tier subcontractors.


Qualifications You Must Have :

Typically requires a Bachelor's and a minimum of 8 years prior relevant experience, or an Advance Degree and a minimum of 5 years' experience.
Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements.
U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.


Qualifications We Prefer:

Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS).
Experience in leading formal negotiations (price, schedule, and supplier exceptions to contractual flow-down requirements, as well as standard Terms and Conditions).
Experience with supplier performance management.
Bachelor's or master's degree in supply chain, business, engineering, or related field.
Project planning and management skills (ex: MS Project, EVMS).
Experience in working with procurements and major subcontractsfor programs in a fast-paced, dynamic development environment.
Experience with reading and understanding drawings, specifications and other engineering documents including complex Statements of Work.
Experience with SAP and Microsoft Office Suite of Products.

Experience with written contractual authorizations/vehicles, including but not limited to, Firm Fixed Price (FFP), Time and Material (T&M), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Other Transactional Authority (OTA) and experience assessing proposal compliance (FAR 15.4).
