Job Summary
EMCOR Government Services is seeking a Facilities Project Manager to manage the EGS contract with the Department of Energy at the Germantown, Maryland location. This is an exciting opportunity to have direct responsibility for all operations and maintenance (O&M) effort for the site. This position involves planning, organizing, organizing, coordinating, directing and controlling all contract functions between EGS and the Department of Energy. The incumbent is responsible for daily operations and maintenance and reimbursable projects under the contract. Oversees the contract budget; supervision of project personnel, supervision of new construction and remodeling of facilities; repair and maintenance, and systematic inspection, planning, and accomplishing repairs to facilities.
Essential Duties & Responsibilities
  • Fully responsible for the successful completion of all aspects of the IDIQ projects between EGS and the Department of Energy.
  • Manages the overall operations of the contract, including the performance of daily operations, scheduled maintenance, IDIQ construction and renovations; administration of subcontracts for facilities work.
  • Evaluate and ensure the efficient operation of the project, controlling operational expenses at a minimum level, which is consistent with sound maintenance practices and contractual requirements.
  • Supervise the negotiation and bids for IDIQ construction and renovation contracts; and administer such contracts.
  • Advise, discuss and inform the Facilities Staff members on physical plant matters and problem areas.
  • Ensures proper upkeep of facilities to include heating ventilation, sanitation, general appearance of building and grounds and emergencies affecting the facilities.
  • Maintains liaison with architects, engineers and contractors/ subcontractors engaged in facility expansion, renovation, or other major projects
  • Maintains sufficient records, files, controls and procedures to ensure management and work production.

Qualifications
  • BS Engineering is required; Mechanical preferred
  • Professional Engineering License is preferred
  • Must currently have or be able to obtain a Q Clearance. Active Clearance is preferred.
  • Must have 5 years of experience in facilities operations or maintenance of buildings greater than 500,000 square feet
  • Supervisory experience is preferred - Ability to organize and lead a group of people
  • Experience with CMMS software is required
  • Strong experience with Windows and MS Office is required
  • Must have excellent verbal and written communication skills
  • Must have demonstrated skill in developing and nurturing client relationships
  • Basic knowledge of major facilities systems, office administration, plant management, reporting, budgeting and control and business operations, blueprints, buildings, grounds, equipment, housekeeping, construction, repair, maintenance purchasing, inventory control, fire, safety management, BOCS and OSHA training
  • Must have knowledge of submitting written proposals, scopes of work, scheduling and coordinating site contractors and other assigned personnel, a thorough understanding of preventive maintenance schedules, and operations and the ability to meet demanding customer requirements.
  • Must have the ability to plan, organize, coordinate, aspects of physical plant activities
  • Must have the ability to work with the customer to find amiable solutions to difficult issues
  • Must have the ability to work with Management Systems and a variety of skilled/unskilled, profession, administrative and industry personnel.
  • Must be able to both independently and as a member of a team
  • Must be willing to seek training
