In this vital role, you will ensure the success of our Capital Improvement Project (CIP) Program, leading projects from initial concept through to final close-out.

A Day in the Life

No two days are the same-and that's exactly how you like it. As our Project Manager 2, you thrive in a role that blends high-level strategy with hands-on implementation. One moment, you are at your desk reviewing complex engineering submittals or managing a project budget; the next, you are at a construction site in your safety gear, navigating rough terrain to inspect a project's progress.

You are the key liaison between the Port, consultants, and contractors. You lead the effort in defining project scopes, developing comprehensive bid documents, and ensuring every project conforms to its defined budget and schedule. You also work closely with our internal team to keep them informed of projects' progress and decisions, solicit feedback throughout the process, and manage environmental cleanup projects, acting as a vital link with government stakeholders.

But it's about more than the blueprints. You are a communicator, a mentor, and a leader who bridges the gap between complex strategy and real-world impact. Whether you are collaborating with the Contracts Administrator to win vital grants or stepping into the spotlight at Commission meetings to champion the Port's vision, you are the heartbeat of our infrastructure mission.


What You Bring to the Team

Here's what we're looking for in our next Project Manager 2:

  • Education & Experience: Bachelor's degree in a related field plus at least 5 years of project management experience (or an equivalent combination), including knowledge of relevant laws, codes, and permitting.
  • Core Competencies: A proactive, self-motivated leader with strong organizational skills, independent management expertise, and high ethical standards. You excel at relationship building and multitasking under pressure with meticulous detail-orientation.
  • Technical Skills: Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook, Teams, and SharePoint). Strong verbal and written communication skills, including the ability to analyze and synthesize complex engineering, construction, and legal materials
  • Knowledge Base: Familiarity with laws, codes, and permitting requirements relevant to marine, industrial, commercial, and aviation sectors.
  • Certifications & Licenses: Valid driver's license and ability to obtain a TWIC card.
  • Physical Requirements: Ability to perform essential physical tasks, including performing fieldwork on construction sites, which involves navigating uneven or slippery surfaces and climbing stairs and ladders.
  • Work Environment: Comfortable working both indoors and outdoors, with appropriate safety gear provided.

Your Work Schedule

You'll be based at the Port's main office, located at 317 Commercial Avenue in Anacortes. Our core business hours are Monday through Friday, 9:00 AM to 4:00 PM, with some flexibility depending on project needs and fieldwork.
