Job Title: Senior Program and Project Manager
Responsibilities and Duties:
This role is accountable for the successful delivery of large, complex initiatives that support strategic, operational, regulatory, and market readiness objectives. This role serves as the single point of accountability for project outcomes, leading cross-functional teams through the full Delivery Excellence lifecycle while managing scope, schedule, budget, resources, risks, dependencies, governance, and business readiness activities.
This role partners across business and technology organizations to drive alignment, resolve obstacles, and achieve committed business outcomes.
Core Responsibilities & Competencies
• Project Delivery Leadership - Lead large, complex technology projects (30 - 60 different product areas) with business readiness activities baked in through the full project management lifecycle ensuring successful delivery of committed business outcomes. Projects span both technology and business workstreams, requiring coordination across cross-functional teams to achieve committed business outcomes.
• Strategic Planning & Execution - Develop and execute integrated delivery plans that align scope, timelines, resources, dependencies, and business objectives.
• Stakeholder & Executive Engagement - Build strong partnerships across business and technology teams while providing clear, outcome-focused communications and recommendations to leadership.
• Risk, Issue & Dependency Management - Proactively identify, mitigate, and escalate risks, issues, assumptions, and dependencies to protect delivery commitments.
• Financial & Resource Management - Manage project budgets, forecasts, staffing plans, and resource allocation to achieve delivery objectives.
• Governance & Decision Management - Ensure compliance with Delivery Excellence standards, governance requirements, project controls, and change management processes.
• Business Readiness & Implementation - Drive readiness, operational transition, training, and implementation activities to support successful adoption and business outcomes.
• Leadership & Influence - Lead cross-functional teams, facilitate decision-making, drive accountability, and influence stakeholders without direct authority.
• Continuous Improvement - Leverage lessons learned and best practices to improve delivery processes, governance, and organizational effectiveness.

Required Qualifications:
• Education: Bachelor's degree
• Experience: 7 years of experience in project management to include successfully delivering complex projects on time and within budget and managing multiple projects concurrently.
• Skills/Competencies:
o Strong understanding of project management principles and best practices.
o Excellent analytical, problem-solving, and decision-making skills.
o Exceptional written and verbal communication skills, including the ability to present information clearly and concisely to diverse audiences.
o Strong organizational and time management skills, with a demonstrated ability to prioritize tasks and manage competing demands.
o Proven ability to manage projects using a wide range of methodologies (Waterfall, Agile, etc.)

Preferred Qualifications but not mandatory:
• Experience in project management in the healthcare or health insurance industry (Highmark, a plus)
• Experience with the following tools used at Highmark: Monday.com, Planview, and Oracle ERP Resource and Financial module.
• Experience with Open Enrollment (OEP/AEP) readiness planning.
• Commercial and Government health insurance product implementation experience,
Should be able to lead as a Program Manager while grounded in Project Management discipline
Additional Details:
• Position Location: Flexible. [If in one of Highmark locations, in Office 3 days week (Tues, Wed, Thurs).] The strong preference is for candidates who are local to Pittsburgh or is close enough to Pittsburgh that they can commute Tuesday-Thursday per the business needs.
