CEdge has an opportunity for a Senior Project Manager , located in Saint Louis, MO ( remote/on-site when required). The Senior Project Manager leads larger SOW programming engagements and provides surge capacity for the Lead Analyst when multiple projects run concurrently. This individual is an experienced IT project manager with a strong working knowledge of .NET application environments and the discipline to manage firm-fixed-price deliverables inside MoDOT's SOW approval process. The Senior PM also contributes to transition planning, onboarding coordination, and monthly status reporting, and serves as the delivery lead when the Lead Analyst is engaged on separate projects.

KEY RESPONSIBILITIES


ยท Manage concurrent SOW projects as assigned by the Program Manager; maintain independent RAID logs, burndowns, and milestone tracking for each

ยท Support the Lead Analyst in SOW intake and draft SOW preparation; review LOE and cost estimates for accuracy and completeness before submission

ยท Coordinate background-check onboarding logistics for any new working-team staff assigned to active projects

ยท Produce SOW status reports at the frequency specified; present findings to MoDOT PMT in the absence of the Lead Analyst

ยท Manage quality gates: confirm unit, integration, and system test completion before staging for MoDOT acceptance; document results

ยท Monitor staff performance on assigned projects against role expectations; flag issues to the Technical Program Manager and Program Manager

ยท Support transition-in activities: document incumbent knowledge captured during shadow period; contribute to the MoDOT-owned runbook

ยท Maintain compliance awareness: confirm all SOW deliverables meet ADA/Section 508 requirements; track security scan remediation items tied to SOW development

ยท Coordinate prompt-payment discount tracking and invoice milestone documentation as required


REQUIRED QUALIFICATIONS


ยท Minimum 3 years of IT project management experience on application development or sustainment engagements

ยท Minimum 1 year of experience similar to MoDOT's technical architecture

ยท Experience managing firm-fixed-price or milestone-based deliverables with formal government or enterprise client acceptance

ยท Strong documentation skills: ability to produce SOW drafts, status reports, and risk registers in client-ready format

ยท Experience with Azure DevOps, Jira, or equivalent project tracking tool

ยท Minimum 1 year of experience with transportation-related applications

ยท Ability to pass MoDOT background check


PREFERRED QUALIFICATIONS


ยท PMP certification

ยท Experience in Missouri state government contracting environment

ยท Agile/Scrum experience (PSM or CSM credential)

ยท Familiarity with Crystal Reports, Power BI, or Cognos reporting workflows for project-level deliverable tracking

ยท Experience preparing SOW documentation under a state procurement process.
