Civil Engineer / Project Manager โ€“ Water and Wastewater

Jacksonville, Texas | Hybrid | Full-Time | Direct Hire

MaxIT Consulting โ€“ Max Corporate Group is seeking a licensed Civil Engineer / Project Manager โ€“ Water and Wastewater for a growing Texas civil engineering firm serving municipalities, rural water supply organizations, public-sector entities, and utility clients throughout the state.

This is a permanent, high-impact opportunity for an experienced Texas Professional Engineer (PE) who wants broad technical ownership, direct client interaction, project leadership, and a long-term opportunity to grow into greater leadership and potential ownership or partnership responsibilities.

The position combines hands-on engineering, project management, regulatory coordination, client engagement, and construction support across municipal and utility infrastructure projects.

The Opportunity

You will lead water and wastewater infrastructure projects from planning and design through regulatory approval, bidding, construction support, and project closeout.

Current projects include water distribution systems, wells, elevated storage facilities, treatment plants, and related municipal utility infrastructure.

Depending on your background and strengths, the role may lean more heavily toward technical design leadership, project management, client relationships, or a combination of these areas.

Key Responsibilities
  • Review, design, and sign/seal civil engineering plans for water and wastewater infrastructure projects in Texas.
  • Lead engineering design for water distribution systems, wells, storage tanks and towers, treatment facilities, and related municipal utility infrastructure.
  • Prepare, review, and manage TCEQ submittals, permitting documentation, regulatory responses, and approval workflows.
  • Manage projects from initial planning and design through bidding, construction support, and closeout.
  • Develop bid packages and support public-sector bidding and procurement processes.
  • Review contractor submissions and provide engineering support throughout construction.
  • Serve as a primary engineering contact for municipalities, rural water supply corporations, public works organizations, utility clients, boards, and other stakeholders.
  • Participate in client meetings, board meetings, site inspections, field visits, and other project activities throughout Texas.
  • Coordinate internal drafting and design resources and provide technical direction for project production.
  • Help develop scalable engineering processes as the organization continues to grow.
  • Provide technical guidance or mentorship to EITs, junior engineers, technicians, and drafting staff as appropriate.
Required Qualifications
  • Bachelor's degree in Civil Engineering.
  • Current and active Professional Engineer (PE) license in the State of Texas.
  • Ability and authorization to review, approve, and seal civil engineering plans in Texas.
  • Approximately 6โ€“8+ years of progressive civil engineering experience.
  • Relevant experience in water/wastewater, municipal infrastructure, utilities, public works, or closely related infrastructure projects.
  • Hands-on experience with TCEQ permitting, submittals, regulatory requirements, and plan-review responses.
  • Experience involving water distribution systems, wells, storage facilities, treatment plants, or related utility infrastructure.
  • Demonstrated project-management experience covering engineering design, permitting, bidding, client coordination, construction support, and project delivery.
  • Working proficiency with AutoCAD or comparable civil engineering design and drafting software.
  • Valid driver's license and ability to travel throughout Texas as project needs require.
  • Strong written communication, organization, project-management, and client-facing skills.

Work Arrangement

This is a hybrid position based in Jacksonville, Texas.

Regular travel throughout Texas is required for activities such as:

  • Field visits

  • Other project needs

Candidates should therefore be located within a practical commuting distance of Jacksonville or be prepared to relocate independently.
