We are seeking a Project Manager to join our team and support our client.
The ideal candidate is a detail-oriented, results-driven IT project manager who can lead delivery for a complex application program. This individual will manage scope, schedule, budget, quality, staffing, stakeholder engagement, and project reporting while supporting iterative and agile delivery practices.
Essential Duties and Responsibilities:
  • Partner with the client COR and stakeholders to plan, prioritize, execute, monitor, and report on project work.
  • Lead project delivery to ensure milestones and releases are completed on time, within scope, and within budget.
  • Coordinate and lead meetings with system owners, business owners, technical teams, functional teams, and end users to define and document requirements and implementation priorities.
  • Ensure quality across requirements analysis, documentation, design, development, testing, deployment, operations, and maintenance activities.
  • Manage financial activities, including timekeeping, budget tracking, status reporting, briefings, and communications.
  • Lead project estimation, release planning, scheduling, task management, execution, and tracking for iterative and agile releases.
  • Manage team resources, including staffing levels, skill alignment, mentoring, training, recruitment, and roll-off planning.
  • Proactively identify, evaluate, mitigate, and monitor project risks, issues, dependencies, and corrective actions.
  • Maintain effective communication with stakeholders regarding progress, risks, decisions, and mitigation activities.
  • Support adoption of modern technologies and delivery practices, including AI-assisted delivery, DevSecOps, automation, and cloud-native approaches.

Work Experience and Job Skills:
  • Minimum 10 years of experience as an IT Project Manager.
  • Minimum 3 years of experience managing IT projects of similar size, complexity, and technology environment.
  • Minimum 2 years of experience leading projects using agile or iterative enterprise performance life-cycle methodologies.
  • Minimum 2 years of experience leading IT projects for the federal government.
  • Solid understanding of software engineering disciplines, including requirements, design, implementation, testing, deployment, and operations and maintenance.
  • Working knowledge of the Enterprise Performance Life Cycle (EPLC) or comparable federal delivery framework.
  • Demonstrated ability to lead cross-functional teams, manage stakeholder expectations, and rapidly evaluate and adopt new technologies.
  • Strong project planning, financial management, risk management, and written and verbal communication skills.

Education:
  • Bachelor's degree required; preferred field of study in Computer Science, Information Technology, Information Systems, Operations Management, or a related field.
  • MBA or Master's degree in a relevant field preferred.

Certificates, Licenses and Registrations:
  • PMP, Certified ScrumMaster, PMI-ACP, or comparable project-management/agile certification is preferred.

Communication Skills:
  • Excellent verbal and written communication skills, with the ability to facilitate stakeholder meetings and present project status, performance data, risks, and recommendations.
  • Ability to write clear, concise content and manage sensitive information in a highly confidential manner.

Clearance Requirements:
  • Ability to obtain and maintain a Public Trust clearance is required.

Travel:
  • Travel may be required based on client and business needs.

Environmental Requirements:
  • Mainly a routine office environment.
  • May be required to lift up to ten (10) pounds.
  • Flexible in working extended hours as needed.
