Project Manager

Mandatory Qualifications:
A minimum of five (5) years of broad, extensive, and increasingly responsible experience applying PM principles, methods, techniques, and tools to projects.
At least two (2) years of that experience must have been as a project manager on one or more large or complex projects.
Must have experience working with internal and external stakeholders and personnel providing project status and communication.
Experience managing at least 1 large, complex, public-facing projects in which external users are involved.
Experience managing at least 1 Software-as-a-Service (SaaS) implementations.
At least 2 years leading projects related to web portal support, and cloud service solutions.
At least 2 years working on projects requiring Organizational Change Management to be incorporated as a part of the project.
Knowledge of the State of California procurement processes.
Must have a Bachelor's degree.
PMP Certification and/or CA-PMM Certification.
Desirable Qualifications:
Experience and knowledge of HCD grant programs and operations.
PMP Certification and/or CA-PMM Certification.
Tasks & Responsibilities:
The program administrator will lead a team of four to six retired annuitants as support staff, with limited assistance from HCD staff and leadership. The program administrator must have the following skills:
A. Strong understanding of common information technology and willingness to engage in technological solutions.
B. The ability to determine whether a problem is resolvable without management intervention, or when intervention is necessary.
C. Problem-solving and troubleshooting approach to program management.
D. The ability to manage to extremely tight and unforgiving deadlines.
E. The ability to coordinate a new team that may or may not have direct grant administration experience.
F. The ability to learn new software quickly and coordinate with system providers for problem solving and technological solutions.
G. Communication skills that support both internal and external facing communication needs, including coordination with the Rental Assistance Marketing team and the State-Wide direct relief program, as necessary.
H. Program Administration
Performs a leadership role in making sure the Block Grant program, as designed, is implemented on a timely manner, and includes managing all of the necessary documentation, deadline tracking, reporting and standard agreement (contract management) necessary to successfully implement the Block Grant Program.
Manage between 4 and 6 staff, as provided through CPS HR, to complete day to day program administration tasks as required by federal and state statutes and guidelines.
Responsible for not only the communication to your team, but also for all reporting of project plan /task status, risks, issues, etc. to the Program Manager.
I. Program Compliance
Ensure that local programs are designed and operated within the parameters of the program guidelines, the Consolidated Appropriations Act, 2021, California State Assembly Bill 3088, as amended, and any other program regulatory standards.
Help local program administrators to problem solve compliance issues and meet program expectations. Compliance approach should be collaborative, and solution oriented with a focus on successful implementation whenever possible.
J. Funding Schedule
Rental Assistance funding has very tight obligation and expenditure deadlines that, if missed result in recapture and reallocation of funds. Funding obligations, expenditures, and projections must be tracked weekly to identify potential expenditure problems quickly and address issues accordingly. Jurisdictions that are behind on expenditures or that routinely miss projections will be expected to work with the program administrator to troubleshoot program participation issues to improve expenditure rates. In the event that a programmatic requirement is resulting in widespread program performance issues, the program administrator is expected to bring those program issues to the project management team and the rental assistance advisory team for resolution as early as possible.
K. Reports
The federal funding requires quarterly reports on several variables to help track assistance uptake rates and distributions. The Block Grant funding will have the same reporting requirements, however, may be required more frequently (e.g., Monthly instead of Quarterly) to ensure program performance targets are being met according to the priorities identified by the State Legislature.
L. Technical Assistance
Provide guidance, support, and troubleshooting assistance to both support team (as managed by the program administrator) and jurisdiction grantees as necessary.
