Job description

Location: Hybridย (Bellingham, WA) | Reports to: Director of Utility Operations, US West

This position supports the planning, coordination, and delivery of district energy projects across two Corix development sites โ€” Utah City and the Bellingham Waterfront โ€” with primary ownership of the project management office functions that keep these projects on schedule and on budget: cost tracking and forecasting, contract administration, scheduling, and RFP development. In Utah, this role supports a senior, field-based Project Manager by owning the office-based project management functions. In Washington, this role manages new building and client connections to the operating Bellingham Waterfront district energy utility, coordinating third-party contractors who execute the work while remaining accountable for successful delivery. This is an individual contributor role well suited to an accomplished Project Coordinator with strong critical thinking skills who is ready to grow into broader Project Management scope, with mentorship from the Director, Utility Operations. The role operates independently day-to-day as the only Corix team member based in Washington, developing options and recommendations for review โ€” final project decisions rest with the Director, Utility Operations US West.ย 

Core Responsibilities

  • Manages, forecasts, and reports on all project-related costs and spending, including contract management with external consultants and contractors. Drafts Requests for Proposals (RFPs) and manages project contractual documentation โ€” including RFIs, change orders, and contract logs โ€” and administers contracts in the Accounting Sage system.ย 
  • Prepares detailed project schedules and cost estimates, working extensively in Microsoft Project; generates order-of-magnitude cost estimates and forecasts.ย 
  • In Washington, coordinates and oversees third-party contractors executing new building and client connections to the Bellingham Waterfront district energy system, remaining accountable for successful delivery.ย 
  • In Utah, supports the on-site Project Manager by leading the office-based project management functions โ€” schedules, budgets, contracts, and reporting โ€” allowing the onsite PM to focus on field execution.ย 
  • Monitors and controls project schedules, ensuring all design and construction milestones and deadlines are achieved; reviews consultant design deliverables (drawings, specifications, and reports) and provides feedback.ย 
  • Serves as a key point of contact for clients, developers, consultants, and internal stakeholders (Operations, Business Development, Regulatory Affairs, Finance), proactively resolving issues and aligning expectations.ย 
  • Maintains high standards and quality in project execution throughout the project lifecycle.ย 
  • Conducts periodic site visits in Washington to verify construction progress and monitor risks.ย 
  • Monitors site health, safety, and environmental (HSE) compliance, ensuring project permitting, licensing and regulatory requirements are met.ย 
  • Reviews and approves project-related progress draws and invoicing in a timely manner.ย 
  • Serves as the primary on-site point of contact for the Bellingham Waterfront plant in the rare event of an operational emergency (e.g., a fire or burst pipe) โ€” assessing the situation, reporting findings, and coordinating remediation with third-party contractors. This is an infrequent, emergency-preparedness function.ย 
  • Develops options and recommendations for project decisions and changes, presenting clear analysis to the Director, Utility Operations for final approval. Operates independently on day-to-day project management as the only Corix team member based in Washington.ย 
  • Performs other related duties as required.ย 

Education & Experience

  • Degree or diploma in Construction Management, Project Management, or a related field, or an equivalent combination of education and experience.ย 
  • PMP certification would be an asset.
  • LEED qualifications would be an asset.
  • Professional Engineer (P.Eng.) designation or eligibility (e.g., EGBC) would be an asset, but is not required.ย 
  • 2-4 years of experience in project coordination or project management, ideally within construction, utilities, or infrastructure-related fields โ€” this role is well suited to a Project Coordinator ready to step up.ย 
  • Working knowledge of Microsoft Project required.ย 

Working Conditions

  • Based in the Bellingham, WA area; must reside within approximately 1 hour of Bellingham to support emergency-response needs at the Bellingham plant as required.ย 
  • Working on construction sites may be requiredย 

The starting salary range for this position is $80,000-$95,000 USD, with the final salary determined by the successful candidate's skills, experience, and anticipated impact within the role.
