USTDA - Project Manager
Information Resource Center (IRC) Administrative Support Services
Location: Arlington, VA (Onsite)
Clearance Required: Active SECRET Clearance preferred / ability to obtain and maintain SECRET clearance required
Position Overview
The U.S. Trade and Development Agency (USTDA) is seeking an experienced Project Manager to lead day-to-day operations supporting the Information Resource Center (IRC) Administrative Support Services contract. The Project Manager will oversee administrative operations, records and information management support, facilities coordination, conference and training center operations, customer service functions, and contractor personnel management supporting USTDA headquarters operations.
This position serves as the primary interface with the Government Contracting Officer (CO) and Contracting Officer's Representative (COR) and is responsible for ensuring high-quality contract performance, staffing oversight, operational continuity, and compliance with all Performance Work Statement (PWS) requirements.

Primary Responsibilities
•Manage daily contract operations and serve as the primary point of contact with USTDA leadership, CO, and COR.
•Oversee contractor personnel supporting records management, facilities support, reception services, conference room operations, mailroom support, and administrative management functions.
•Ensure all contract deliverables, reports, schedules, and operational requirements are completed accurately and on time.
•Manage staffing, scheduling, personnel oversight, onboarding/offboarding coordination, and cross-training activities.
•Support quality control processes and ensure work products meet professional standards of accuracy, timeliness, and completeness.
•Coordinate support for conference rooms, training center operations, audiovisual systems, executive meetings, and agency events.
•Support records management operations in compliance with NARA and federal records management requirements.
•Monitor workflow processes and recommend operational improvements and efficiencies.
•Prepare and deliver weekly status reports, annual calendars, process maps, operational documentation, and other required deliverables.
•Coordinate with multiple federal stakeholders, agency personnel, contractors, and external partners.
•Ensure continuity of operations in a fast-paced federal environment supporting senior leadership and mission-critical administrative functions.
Minimum Qualifications
•Minimum 15 years of relevant professional experience.
•Demonstrated leadership, management, and supervisory experience.
•Strong experience supporting federal administrative operations, records management, facilities management, or office management functions.
•Experience managing personnel, schedules, workflows, and operational processes.
•Experience with quality assurance and quality control oversight.
•Strong analytical, organizational, written, and verbal communication skills.
•Experience with project planning, scheduling, reporting, and process improvement.
•Proficiency with Microsoft Office Suite including Outlook, Teams, Word, Excel, and PowerPoint.
•Ability to manage multiple priorities in a fast-paced, time-sensitive environment.
•U.S. Citizenship required.
•Ability to maintain a SECRET security clearance.
Preferred Experience
•Experience supporting federal agencies in administrative or operational support environments.
•Experience supporting facilities management, conference room operations, audiovisual coordination, or training center support.
•Familiarity with SharePoint, records management systems, and federal reporting processes.
•Experience working in classified or controlled federal environments.

8:30 AM - 5:30 PM
Onsite support required.
