Overview:
Oak Ridge National Laboratory (ORNL) is seeking a Project Specialist to support the Defense Manufacturing Program Office (DMPO) within the National Security Sciences Directorate (NSSD). This position provides programmatic and operational support to Program Managers executing a diverse portfolio of applied research and development programs in advanced manufacturing.
The selected candidate will work under general supervision of the Program Manager, with day-to-day tasking aligned to Program Managers, to support execution of program priorities. We are looking for someone who can anticipate the needs and respond to an exceptionally high level of unanticipated requests (internal to CBI and external DOE sponsors).
Major Duties/Responsibilities:
  • Assist Program Managers with entering, processing, and closing procurements.
  • Assist Program Managers with reporting.
  • Assist Program Managers with hosting meetings, conferences, reviews, and workshops.
  • Assist Program Managers in hosting guests.
  • Assist Program Managers in tracking scope, schedule, and costs.
  • Assist Program Managers in responding to urgent requests from sponsor and management.
  • Assist Program Managers in tracking invoices.
  • Assist Program Managers in processing and coordinating interns.
  • Assist Program Managers in obtaining approvals for document release.
  • Assist Program Managers in national conference planning, attendance, and representation.
  • Contribute to drafting and continuous improvement in work processes.
  • Work with the entire DMPO team to deliver excellent and timely responses, resources, and support.
  • Coordinate the MTA request submission and tracking process.
  • Coordinate the NDA request submission and tracking process.
  • Coordinate with Administrative Professionals as needed.
  • Responsible for compliance with ORNL plans, policies, procedures, and requirements.
  • Maintain detailed and accurate records.
  • Document progress on tasks and update Program Managers regularly.
  • Assist Program Managers with balancing accounts.

Basic Qualifications:
  • A BS degree is required. Accounting, Finance or Business is preferred.
  • Possess excellent interpersonal, analytical, oral, and written communication skills, outstanding computer skills, and valuable organization skills.
  • Possess advanced familiarity with CBI research technical terminology and knowledge of ORNL organizations, operations, procedures, and systems.
  • Handle business-sensitive information and materials in an ethical manner.
  • Possess an advanced level of knowledge in office computer systems and software applications (e.g., Outlook, Excel, Word, PowerPoint, Adobe Acrobat).
  • Demonstrate attentiveness to detail and possess proven editing and writing skills.
  • Independently set priorities to accomplish multiple tasks in a fast-paced environment.
  • Have proven ability to work independently, in a team, and with a diverse staff.

Preferred Qualifications:
  • BS degree in finance, accounting or business.
  • Experience in ORNL systems, including Ariba/ORNL Buy.
  • Experience working with a large team.

Special Requirements:
  • This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
For foreign national candidates:
If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
