Job Overview
The Supervisor of the Project Management Office (PMO) supervises and manages the construction management, project management, configuration coordinators and project controls teams within the Engineering Services Department (ESD). They provide coaching and guidance to construction management, project management, configuration coordinators and project controls team members for every aspect of a project. They contribute to PMO department process improvements involving construction management, project management, configuration coordinators and project controls. The PMO Supervisor reports to the Director of Engineering.
Responsibilities
Essential Job Duties:
  • Supervise / manage construction management, project controls, configuration coordinators and project management team, including Construction Managers, Project Managers, Project Controls, Project Coordinator, Configuration Coordinators, Lead Project Manager, Lead Construction Manager, & Lead Project Controls resources.
  • Oversee and execute staffing determinations, encompassing budget, workload distribution, candidate evaluations, interview processes, and hiring actions.
  • Ensure all newly onboarded employees receive the required training, physical site access, software permissions, server credentials, processes, procedures, work instructions, and all other mission-essential resources necessary for operational readiness.
  • Assess construction, configuration, project controls, and project management teams skillsets.
  • Assign project work (Task Orders and Service Requests) according to skillsets and schedule availability.
  • Contribute to proposal formulation for Task Orders by providing oversight, guidance, and peer reviews of proposal documents.
  • Ensure disciplined control of projects (CORE and IDIQ) by monitoring cost and schedule performance metrics and delivering data-driven reports, presentations and reviews to the customer.
  • Build and implement or socialize Best Practices for performing project management.
  • Evaluate performance of all team members, departmental and individual goals.
  • Review and approve submitted time for assigned team members; resolve discrepancies.
  • Contribute to ESD program by proactive initiative involving construction management, project management, and project controls process improvement.
  • Provide coaching and guidance to construction management, project controls, configuration coordinators and project management team members for every aspect of a project.
  • Assess the latest standards and strategies, tools and terminologies used in the project management industry, in an effort to adopt them to increase productivity.
  • Continuously develop and execute efficient internal communication strategies with all levels of management within the team.
  • Maintain overall responsibility for assigned project portfolio.
  • Ensure subcontractor strategy and status tools/methods (reports, schedules, etc.) contain the right level of detail, and are of a frequency, to provide adequate project progress.
  • Ensure proper project communication occurs within the project team throughout the project lifecycle.
  • Determine project meetings required and ensure they are occurring (daily, weekly, monthly) and are adequately attended and facilitated.
  • Interface with Customer and stakeholders to ensure communication of project status and resolution of issues.
  • Monitor and report project performance against plan and take corrective action if required.
  • Ensure all required reporting is occurring.
  • Coordinate with Engineering on detailed design review and finalization.
  • Provide decisions on procurement issues.
  • Ensure contracting strategy is being executed according to plan and schedule.
  • Manage change control requests in a timely manner.
  • Ensure construction readiness.
  • Pull together project Lessons Learned and share knowledge across other departments.
  • Ensure project is formally closed, including technical and financial closure.
  • Enforce construction, project controls, configuration and project management standards.

Job Requirements
Mandatory:
  • Bachelor's of Science degree in engineering, construction, or business management from ABET accredited institution.
  • A minimum of ten to fifteen (10-15) years of experience managing varied, successful engineering procurement construction (EPC) projects.
  • A minimum of five to ten (5-10) years of experience managing personnel.
  • Must be a U.S. Citizen in order to obtain required NASA badge.
  • Must be able to provide a certified Birth Certificate (with state seal), Passport, or INS Citizenship documents on date of hire.
  • Must have the ability to communicate the English language, both verbally and written, in an effective manner.
  • Must have, and maintain, a valid driver's license.
  • Must be able to pass a pre-employment background check and drug screen test.
  • Must be able to work in office (85%) or field (15%) environment, working at heights, in extreme heat or cold conditions, following proper protocols for access and safety, ensuring self & department has appropriate certifications and training to perform the job.
  • Ability to lead a team and work in a team environment.
  • Good communication, organizational, and planning skills.
  • Ability to read and understand engineering documentation: specifications, standards, drawings, models, estimates, bill of materials, preliminary engineering reports.
  • Ability to pay close attention to detail, work independently, and follow specific detailed instructions.
  • Ability to interface with various levels of personnel in a multi-cultural, team-oriented environment, including internal and external customers and stakeholders.
  • Proficient in the use of standard MS Office (Word, Excel, PowerPoint, Teams).
  • Familiarity with design, construction, and engineering terminology is preferred.
  • Demonstrated ability to use resourcefulness in researching various documents and databases is required, as well as gathering various types of information or other resources.
  • Data management system experience a plus, particularly PTC/Windchill.
  • Project Management Institute (PMP) Project Management Professional (PMP) certification and working knowledge of PMBOK Guide preferred.
