Period of Performance: 74 weeks

Position/Project Overview: 

Project Solutions Inc. is seeking a  Project Manager/ QA Manager to support the construction and closeout of approximately 40,035 RSF of tenant improvements within the new Medford United States Courthouse. This project includes courtrooms, judge chambers, U.S. Marshals, U.S. Attorneys, Probation, Clerk of Court, and other judicial support spaces, requiring strong construction management expertise to ensure successful delivery on behalf of the U.S. General Services Administration (GSA).

This role is contingent upon award of project.

Responsibilities and Duties:

  • Provide construction management oversight and advisory services to support the successful delivery of the Medford United States Courthouse project on behalf of the U.S. General Services Administration (GSA) 
  • Review and analyze construction schedules, assess project risks, monitor critical path activities, and provide recommendations to ensure project milestones are achieved
  • Prepare cost estimates, evaluate contractor proposals, support change order negotiations, and analyze budget and schedule impacts of project modifications
  • Conduct daily site inspections to verify compliance with contract documents, quality standards, safety requirements, and applicable codes and regulations 
  • Manage Requests for Information (RFIs), submittals, project documentation, and correspondence while maintaining accurate records within GSA's project management systems 
  • Prepare daily field reports, meeting minutes, schedule analyses, executive reports, and other project communications for GSA stakeholders 
  • Identify project risks, defects, omissions, and potential delays; develop recommendations and corrective actions to maintain quality, budget, and schedule objectives 
  • Monitor contractor compliance with labor standards, safety requirements, and construction quality control processes, including conducting Davis-Bacon labor interviews as required 
  • Support project closeout activities, including punch list management, final inspections, turnover documentation, record drawing reviews, occupancy preparation, and warranty closeout

Required Education, Knowledge and Skills

Education/Certification:

  • Bachelor's degree in Architecture, Engineering, Business Management, Construction Management, or a related field from an accredited college or university 
  • In lieu of a degree, candidates may qualify with a minimum of seven (7) years of management experience in the construction management field

Experience:

  • Minimum 7 years of management experience in the construction management field may be substituted for the required degree requirement for the Project Manager role 
  • Experience managing complex, long-term, multi-year construction projects, including project planning, execution, and closeout activities 
  • Proven experience developing and controlling project budgets, funding strategies, cost estimates, and cost analyses 
  • Demonstrated experience in construction scheduling, schedule review, coordination of project activities, and management of project milestones and critical paths 
  • Experience leading and coordinating interdisciplinary teams of architects, engineers, contractors, inspectors, and support personnel 
  • Knowledge of and experience with federal, government, or public-sector building projects, including review, approval, and compliance processes 
  • Experience preparing and maintaining project documentation, reports, meeting minutes, correspondence, and official project records 
  • Strong background in construction oversight, quality assurance, inspections, change order evaluation, risk management, and contract administration throughout the construction lifecycle

Key Attributes & Skills: 

  • Strong construction management and project leadership skills with the ability to oversee construction activities, coordinate stakeholders, and support project delivery from construction through closeout 
  • Advanced schedule analysis and planning capabilities, including critical path review, risk assessment, milestone tracking, and schedule performance evaluation 
  • Expertise in cost estimating, cost analysis, budgeting, pricing reviews, and change order evaluation 
  • Excellent written and verbal communication skills, including preparation of technical reports, meeting minutes, executive summaries, correspondence, and client briefings 
  • Strong knowledge of construction methods, materials, building systems, codes, specifications, and quality assurance practices 
  • Proven ability to perform construction inspections, identify defects and omissions, monitor quality, and recommend corrective actions 
  • Skilled in risk management, problem-solving, conflict resolution, and proactive decision-making to minimize project delays and budget impacts 
  • Proficiency in project management and document control systems, with the ability to maintain project records, manage RFIs and submittals, and utilize platforms such as Kahua and Procore
