Description

The SME Project Management Specialist / Project Manager will provide senior-level project management support for the SFLC Business Operations Division. This individual will serve as the contractor's Project Manager and will be responsible for all contractor work performed under the SOW. The Project Manager will act as the single point of contact for the Contracting Officer and Contracting Officer's Representative and will coordinate strategic initiatives, modernization efforts, business process improvement projects, and Agile project execution.


This role requires a highly experienced project management professional with strong knowledge of Coast Guard organizations, modern IT project management tools, Agile methodologies, stakeholder coordination, and strategic project delivery.


Key Responsibilities
  • Serve as the contractor Project Manager and single point of contact for the Contracting Officer and COR.
  • Manage and coordinate all contractor work performed under the contract.
  • Provide comprehensive program and project management support to SFLC BOD.
  • Lead and coordinate strategic initiatives, modernization efforts, business process improvement projects, pilots, and integrated team activities.
  • Participate as a member of joint working groups supporting SFLC strategic initiatives.
  • Provide expert guidance and coordination for cross-functional teams and stakeholders.
  • Manage diverse and matrixed teams to achieve project and pilot objectives.
  • Use modern IT project management tools such as Azure DevOps, Jira, Confluence, or similar platforms.
  • Apply Agile project management methodologies to plan, execute, monitor, and deliver work.
  • Develop comprehensive project plans, including scope, schedule, resource allocation, and risk management strategies.
  • Facilitate meetings, develop courses of action, prepare artifacts for decision-makers, and help navigate complex organizational processes.
  • Coordinate all actions necessary to ensure successful project execution and completion.
  • Prepare and deliver professional-level reports throughout the project lifecycle, including final summary reports.
  • Support business process improvement and modernization initiatives for SFLC BOD.
  • Lead integrated teams to define, document, and implement modernization strategies and solutions.
  • Develop and maintain implementation plans and Plans of Action and Milestones.
  • Lead stakeholders and integrated teams to execute projects according to approved plans, timelines, and quality standards.
  • Ensure contractor personnel understand and follow applicable DHS and Coast Guard safety, security, conduct, and performance requirements.

Requirements

  • Experience providing senior-level project management support for complex business, technical, modernization, or process improvement initiatives.
  • Experience managing diverse, matrixed, and cross-functional teams.
  • Experience developing project plans, schedules, resource plans, risk management strategies, POA&Ms, reports, and decision-support artifacts.
  • Experience using Agile project management methodologies.
  • Experience using modern project management tools such as Azure DevOps, Jira, Confluence, or similar platforms.
  • Ability to serve as the primary contractor interface with Government leadership, including the Contracting Officer and COR.
  • Ability to work independently with minimal guidance.
  • Strong written and verbal communication skills.
  • Ability to read, write, speak, and understand English.
Preferred Qualifications
  • Experience supporting the U.S. Coast Guard, DHS, DoD, or federal logistics organizations.
  • Understanding of Coast Guard organizational structure, business operations, and logistics support functions.
  • Experience supporting modernization projects, data system initiatives, business process improvement, or logistics integration.
  • PMP, PMI-ACP, Certified ScrumMaster, SAFe, Lean Six Sigma, or related certification preferred.
  • Experience preparing project plans, monthly progress reports, executive briefings, and final project summaries for federal clients.
