Senior Portfolio Management Office (PMO) Analyst

The Senior Analyst role enables the Portfolio Management Office (PMO) by working in close coordination with the PMO Director to develop, maintain, and operate full lifecycle processes for the organization's work portfolio, including both direct customer-facing contract-based work as well as indirect internal work. This work includes strategic work alignment and value justification, performance tracking and reporting, and execution excellence while also owning the administration and configuration of the PPM platform. The Senior Analyst will directly handle the scheduling and fulfillment of key monthly operating events and activities both within and outside of the Office of the COO. This position is a hybrid role based out our Herndon, VA headquarters and reports to the Director, PMO.

Responsibilities:

  • Provide lifecycle oversight, controls, and health monitoring for the delivery portfolio (direct and indirect work sub-portfolios) and fulfillment of all requisite monthly operational duties.
  • Ensure strategic fit and value justification for all indirect initiatives as well as proper work and financial charge code setup in coordination with sponsoring executives and owning functional managers.
  • Planning, development, maintenance, and configuration control of PMO policies, standards, processes, procedures, tool guides and other reference artifacts.
  • Serve as the PPM platform system administrator and configurator. This includes tier 1 user support, access management, basic customizations, user adoption, report design/setup, proactive data completeness and quality monitoring, PPM product roadmap awareness and planning, system integrations, and feature exploitation.
  • Curriculum development and user training delivery in areas of responsibility.
  • Direct service support to PMs in the areas of: WBS development, schedule development, financial management, risk management, resources management and other requisite program management domains.
  • Other job-related duties as assigned.

Required Qualifications:

  • Bachelor's degree in business, information systems, project management, engineering, or related field (or equivalent experience).
  • At least 6 years of experience in a medium- to large-size enterprise line-of-business PMO or an enterprise PMO for a small- to medium-sized company.
  • Portfolio/delivery management, project/program controls, and PPM tool administration and configuration (e.g. OnePlan, NH360 Portfolio Insights, Planisware, Cora, Shibumi, Planview, Clarity).
  • Excellent listening, collaboration, and communication skills for working with PMs, other functional managers, and PPM platform users from across the company.
  • Proficient with MS Office, SharePoint configuration, MS Project, process mapping (MS Visio, io.draw).
  • Exceptionally organized with meticulous attention to detail.
  • High altruism with a strong customer service orientation. Consulting and professional services experience strongly preferred.
  • Relentless self-learner.

Preferred Qualifications:

  • Familiarity and/or experience with PMO-related maturity models: OPM3, P3M3, PMMM, CMMI
  • Well versed in contract management processes and terminology.
  • Background in process improvement and organizational change management grounded in lean engineering.
  • Experience in defense, intelligence, or geospatial environments with US Government contracting.
  • Data architecture and integration, ETL, and Power BI (or similar tool) experience.
  • PfMP and PgMP/PMP, SAFe, or related certification.
