Construction Project Engineer/Assistant Project Manager
Location: Joint Base Lewis McChord, WA
City Light & Power (CLP) is seeking a Construction Project Engineer / Assistant PM to support the Construction Project Management Office (PMO) division and complex federal infrastructure projects at Joint Base Lewis McChord (JBLM). CLP's Construction Project Management Office (PMO) is a collaborative organization that partners closely with engineering, construction, and operations teams to deliver projects efficiently from design through construction and close-out.
In this role, you'll work alongside experienced project managers, engineers, and field teams, supporting projects from design through construction and closeout. You'll help drive planning, scheduling, cost tracking, and day-to-day coordination-gaining hands-on experience on complex, mission-critical work. With strong growth and new contract awards, this position offers meaningful responsibility, technical depth, and long-term career advancement.

Duties and Responsibilities:
  • Build and maintain strong working relationships with the Client, project team, engineers, subcontractors, and field personnel.
  • Prepare for and participate in pre-construction, scheduling, design review, and project kickoff meetings to align on quality control requirements and expectations.
  • Support the Project Manager in developing project budgets, schedules, and construction service plans for key scopes of work.
  • Partner with the Project Manager and Superintendent to plan and allocate resources, including staffing, equipment, and materials.
  • Track subcontractor and supplier performance to support on-time delivery, productivity, and quality standards.
  • Assist with procurement activities and support cost control and change management processes.
  • Champion CLP's safety-first culture and partner with the EH&S Director to communicate, implement, and reinforce jobsite safety standards.
  • Create, review, and track submittals to keep approvals moving and field work on schedule.
  • Develop, schedule, and implement procedures to track the control-phase meetings required under the three-phase control system.
  • Review drawings, specifications, submittals, and other project documentation to support quality and contract compliance.
  • Other duties as assigned.

Skills & Qualifications:
  • Bachelor's degree in construction management or a related field required (equivalent related experience may be substituted).
  • 2-4 years of experience in industrial/commercial construction, including fieldwork and familiarity with construction materials and building systems.
  • Previous experience with federal government contracting and/or federal construction activities is preferred; public works experience is also applicable.
  • Experience with project/document management tools such as Bluebeam Revu, Procore, and/or related software (e.g., AutoCAD, Revit, Microsoft Project).
  • Detail-oriented with strong documentation and reporting skills, and the ability to track and communicate project information accurately.
  • Self-starter who is organized and proactive, with strong problem-solving skills and the ability to multitask, anticipate needs, and take initiative.
  • Proficiency with MS Office, and other Microsoft Office products.
  • Strong analytical skills with the ability to organize priorities and communicate effectively in writing and verbally.
  • OSHA 30 certification required or ability to obtain upon hire.
  • Ability to obtain EM 385-1-1 training prior to site access.
  • USACE CQM certification required or ability to obtain upon hire.

Work Authorization/Security Clearance:
  • Must be authorized to work in the United States without current or future sponsorship
  • You will be required to obtain Military Base Access Security Clearance
  • Valid driver's license required with a record that meets the CLP Fleet Policy.

Benefits & Compensation:
  • We offer an excellent benefits package that includes medical insurance, dental insurance, life insurance, 401k with company contribution, paid time off and paid holidays.
  • Salary range: $70,000-$85,000/annual based on experience plus eligible for participation in Short Term Incentive Plan
