Client: State of OK

Location: hybrid 2-3 days onsite each week in OKC

Contract details: 6 month contract to hire opportunity

Please note we are looking for someone who has either 3+ years of TEAM Lead or Management exp with teams 5ppl +. This is a TECHNICAL TEAM LEAD ROLE reporting to CIO. They are building the team out around this hire.

Job Summary: The Manager of Application Development will lead the modernization and optimization of the agency's application portfolio. This role involves evaluating emerging technologies, collaborating with stakeholders, and overseeing IT projects to ensure they meet business objectives, budget, and quality standards.

Key Responsibilities:

  • Evaluate Emerging Technologies: Identify opportunities for modernization and optimization of existing systems and applications.
  • Stakeholder Collaboration: Work with agency leadership, business units, and external partners to understand requirements, gather feedback, and ensure alignment with business objectives.
  • Strategic Roadmap Development: Create and execute a strategic roadmap for modernizing the agency's application portfolio, leveraging expertise in C#, Python, Cobol, and Java.
  • Project Management: Oversee the planning, execution, and delivery of IT modernization projects, ensuring timely completion within budget and quality standards.
  • Performance Monitoring: Continuously monitor and optimize application performance, scalability, and reliability to meet the evolving needs of the agency and its stakeholders.
  • Security Implementation: Implement robust security measures and ensure compliance with regulatory requirements to protect sensitive data and mitigate cybersecurity risks.
  • Staff Management: Recruit, hire, train, and supervise staff, or participate in staffing decisions.
  • Policy Development: Develop and interpret organizational goals, policies, and procedures.

Qualifications:

  • Proven experience in application development and IT project management.
  • Strong expertise in C#, Python, Cobol, and Java. (Cobol is not a big priority)
  • Excellent leadership and team management skills.
  • Ability to collaborate effectively with stakeholders at all levels.
  • Strong analytical and problem-solving abilities.
  • Knowledge of cybersecurity best practices and regulatory compliance.
