Job description

General Job Description The Director of Airport Development will be responsible for overseeing development projects for the Myrtle Beach International Airport, which include planning, engineering and construction. The primary function of this position will be to keep projects on schedule, within budget and coordination of all disciplines. The position will require experience in all disciplines of project development/management, effective communications with contractors, consultants, internal and external partners.

This position requires having phone conversations, face to face conversations with employees, vendors and contractors. Duties are performed with considerable independence requiring the exercise of judgment and initiative in day-to-day operations. The work is performed under the administrative direction of the Airport Director.

Duties for this Position Coordinates with engineering/consultant/architectural and construction firms in the design, implementation, and/or construction of Airport capital projects. Coordinates capital construction activities (e.g. renovations, inspections, contractor and engineering/architect meetings, permitting activities, project close-out and building commissioning activities, mandated reports, etc.) for the purpose of ensuring that all phases of construction projects are completed on schedule and within budget, to specifications, building codes, laws, and regulations, and with minimal interruption to the Airport's activities and tenants

Coordinates and/or performs tasks related to processes for bidding and contracting of goods and services, develops cost projections, project budgets, and schedules. Performs project management duties for design and construction activities. Manages the administrative aspects of projects (e.g

manages project progress in meeting established schedule, performance and quality measurements, cost analysis, etc.) Provides technical advice, information and assistance to coworkers, consultants, contractors and others regarding procedures, regulations, and standards. Organizes, prioritizes, and coordinates work activities; monitors and inspects status of work in progress as well as inspecting completed work to ensure compliance with contracts. Assists with field decisions and coordinates scope of work for change order approvals, monitors schedule, inspects quality of work and materials Coordinates final inspections and facilitates project acceptance

Receives and reviews construction/engineering plans, designs, and specifications pertaining to projects and directs reviews as appropriate. Performs or requests the consultant to provide modeling, testing, planning, and engineering studies in support of project analysis and design. Responsible for inspecting and/or assist in inspecting all aspects of construction (e.g

exterior, interior, walls, electrical, plumbing, HVAC, concrete, asphalt, paint, etc.) for the purpose of ensuring compliance with plans, specifications, local codes and ordinances. Communicates as needed and responds to inquiries (e.g. administrative staff, inspectors, contracts, engineers, architects, stakeholders, etc.) for the purpose of providing required information

Researches and interprets complex technical documents such as FAA regulations and Advisory Circulars. Assists Finance Department with reconciling project costs and issues for grant administration and reviews and provides approval for vendor payments according to contract documents. Assists with monitoring and administration of grants.

Keeps abreast of improvements and innovations in area of responsibility and incorporates practices and techniques into work as appropriate. Perform all other duties as assigned by Director of Airports that contribute to the Airport's overall goals. Oversee updates and implementation of airport master plans, noise studies, land development and other development plans that affect the airports.

Planning functions performed include assisting with updating the ALPs and processing environmental approvals, assuring regulatory compliance, reviewing airport development; ensuring no adverse impact to the airport's airspace, regulatory compliance of storm water pollution and preventions, hazardous materials management, and air quality. Contract administration duties include ensuring compliance with the terms and conditions by all responsible parties is satisfactory. All requirements written in the contract ensure the facilitation of ongoing and cooperative contractual relationships.

When contractors are found to be non-compliant, they must be able to provide strong documentation to ensure compliance is achieved and the county receives full value for all expenditures. In accomplishing tasks associated with the job; interactions and communications with a wide range of sources are necessary. Include without limitation: Department Heads, various agencies, immediate supervisor, subordinates, Architects, Engineers, Contractors, county personnel, City, State and Federal Agencies, DBELO, Airport Administration and other airport departments, personnel, airline personnel, the public, etc.

Develops, edits, and evaluates applicable reports, records, policies, programs, practices and procedures, and a checklist for proper management of construction, and development activities for the airports. Establishing the short and long-term priorities and strategies to meet departmental goals and reviewing and offering advice on the department's need for modification of those priorities and strategies. Work within County procurement guidelines; develop and administer RFP/Qs, etc., negotiate and manage contracts

Position Minimum Requirements Knowledge of Federal Aviation Administration (FAA) rules, regulations and advisory circulars pertaining to airport operations, constructions and development is required. Ability to plan, organize, schedule, direct and coordinate project activities and subordinates. Ability to perform extensive research, analysis and technical report writing.

Ability to establish and maintain effective working relationships with county officials, employees, contractors, engineering firms and the public. Proficient computer skills. Ability to express ideas on technical subjects clearly and concisely, both orally and in writing.

Ability to prepare, develop, manage and present long-range public works and engineering plans and programs. Resourceful and creative work ethic to identify and capitalize on opportunities for the airport. Strong problem-solving skills to address challenges effectively.

Requires excellent organizational, technical, management, and human relation skills. Requires an enthusiastic, self-reliant, analytical and self-starting approach to meet job responsibilities and accountabilities. Ability tologicallyforecastshort and long-term budgetaryneeds.

Proficient mediation skills for resolving conflicts and disputes. Requires moderate level of AutoCAD and GIS Software ability. Additional Information Requires a Bachelor's degree or higher, Construction and/or Aviation Management, Engineering, or related field, and over three (3) years of aviation experience in planning/operational/development.

Candidate must pass a background check without indication of possible aviation security risk as required by the Transportation Security Administration, hold a valid South Carolina motor vehicle operator's license, and meet pre-employment drug screening requirements. Certificates, Licenses, Registrations: C.M. or A.A.E

strongly preferred. Must be able to obtain C.M. certification within 2 years from date of hire.
