JOB TITLE: Contractor Quality Control (CQC) System Manager

REPORTS TO: Project Manager
CLASSIFICATION: Exempt / Full-Time
The Contractor Quality Control (CQC) System Manager is responsible for developing, implementing, and enforcing a disciplined quality control program that ensures all construction activities meet contractual requirements, regulatory standards, and QGS quality expectations. This role serves as the on-site authority for quality, driving compliance with USACE CQM requirements and DOE/NNSA NQA-1 standards while ensuring work is executed.
The CQC System Manager partners closely with Project Management, Construction Operations, subcontractors, and third-party inspectors to establish a proactive quality culture that identifies risks early, prevents rework, and maintains schedule and cost integrity. This role leads the three-phase inspection process, oversees testing and inspection activities, and ensures all quality documentation is complete, accurate, and audit-ready.
Operating within a high-compliance federal and nuclear environment, the CQC System Manager is critical in managing non-conformance and corrective actions, supporting audits and surveillances, and ensuring full alignment with contract specifications and enterprise quality standards. This position requires strong leadership, attention to detail, and the ability to translate complex quality requirements into executable field practices that support safe, compliant, and predictable project delivery.
What You'll Do
  • Develop, implement, and manage the Contractor Quality Control Plan in accordance with contract requirements, USACE standards, and NNSA NQA-1 DOE quality assurance requirements
  • Conduct and document the three-phase inspection process (preparatory, initial, and follow-up) for all definable features of work
  • Review and approve submittals, shop drawings, material certifications, mix designs, and test reports for compliance with project specifications
  • Coordinate testing and inspection activities including concrete, soils, welding, coatings, and other specialized inspections
  • Manage the non-conformance and corrective action process, track deficiencies from identification through resolution
  • Maintain comprehensive QC documentation including daily QC reports, inspection records, test results, and as-built markups
  • Coordinate with DOE quality assurance representatives and third-party inspectors during audits, surveillances, and assessments
  • Work a minimum of 50 hours per week; must be on-site during all active construction operations requiring quality oversight
  • Perform other duties as assigned

Required Education and Experience
  • Graduate degree (Master's) in Engineering, Architecture, or Construction Management

Preferred Education and Experience
  • Experience with NQA-1 quality assurance programs on DOE nuclear facilities
