QUALIFICATIONS:
Valid Maine teaching certificate with endorsement in ESL or ESOL.
Master's degree in TESOL, Applied Linguistics, Bilingual Education, or related field preferred.
Minimum of five (5) years of successful teaching experience with multilingual learners.
Demonstrated knowledge of second language acquisition theory, sheltered instruction, and differentiated
instruction for English learners.
Working knowledge of WIDA standards, ACCESS for ELLs, ILAPs, Title III/Title VI, and ESSA compliance
requirements.
Experience with curriculum development, data analysis, and instructional leadership across multiple buildings
or districts.
Experience with subgrant administration (Title III or similar) preferred.
Valid driver's license; valid Maine DOE fingerprinting certification.

Assistant Superintendent (Biddeford and Dayton School Departments), with coordination responsibilities to the
Director of Instruction and the Saco Assistant Superintendent

POSITION OVERVIEW:
This position combines .5 FTE district-level director responsibilities with .5 FTE direct instruction on a 190-day
contract. The ten (10) days above the standard teacher contract shall be scheduled in consultation with the Assistant
Superintendent and applied to planning, assessment coordination, compliance, and inter-district responsibilities. This
position absorbs and supersedes the Biddeford ML Department Chair role.
PERFORMANCE RESPONSIBILITIES:
1. Direct Instruction (.5 FTE)
Provides direct English language acquisition instruction to an assigned caseload of multilingual learners
across one or more district buildings.
Develops standards-aligned lesson plans and instructional materials; delivers instruction in large group, small
group, push-in, and pull-out settings as appropriate.
Regularly assesses student academic and social language growth; maintains accurate records and prepares
required progress reports.
Administers WIDA Screener and ACCESS for ELLs assessments per state and district schedules.
Communicates with families regarding student progress; coordinates interpretation and translation services as
needed.
Collaborates with building staff to coordinate services and meet students' language and academic needs
across all school settings.
Utilizes WIDA ACCESS data and ILAP goals to inform daily instruction and make programming adjustments.

2. Assessment and Data Analysis
Oversees district-wide WIDA Screener and ACCESS for ELLs administration across all three SAUs in
compliance with Maine DOE and WIDA Consortium requirements.
Analyzes annual ACCESS scores across the tri-district; prepares building-level data summaries for principals
and district leadership.
Monitors year-over-year ML proficiency trends; makes data-informed recommendations regarding
programming and staffing.

3. Caseload Consultation and Staffing Recommendations
Consults with principals across all three districts on individual student needs, service delivery models, and
identification, placement, and exit decisions.
Makes recommendations to principals and district leadership regarding ML teacher assignments and caseload
distribution.
Facilitates LAC meetings; supports recruitment, orientation, and mentoring of new ML staff; convenes regular
tri-district ML team meetings.

4. ILAP Monitoring and Compliance
Monitors timely development, implementation, and annual review of ILAPs for all identified MLs across
Biddeford, Dayton, and Saco.
Ensures ILAPs reflect current ACCESS proficiency levels, WIDA Can Do Descriptors, appropriate
modifications, and individualized language goals.
Provides guidance to mainstream teachers on using ILAPs to differentiate instruction.
Conducts annual review of each district's Lau Plan; ensures compliance with Title III, Title VI, ESSA, and
applicable federal case law.

5. District Professional Development and Curriculum
Designs and delivers PD for mainstream teachers across the tri-district on second language acquisition,
sheltered instruction, and WIDA standards.
Leads periodic curriculum review of ML programming for alignment with WIDA standards, Maine Learning
Results, and current best practices.
Makes recommendations to senior leadership on instructional models, resource investments, and program
improvements.

6. Title III and Subgrant Administration
Assists district leadership with Title III and applicable subgrant administration, including needs assessment,
allowable use planning, budget monitoring, and required reporting.
Ensures compliance with Title III family notification requirements; coordinates with the business office on
expenditure tracking.

7. Welcome Center Liaison
Serves as the primary point of contact between the tri-district and the Welcome Center, coordinating student
intake, initial screening, and transition into district programming.
Collaborates with Welcome Center staff to facilitate timely identification, ILAP development, and family
communication for newly enrolled MLs.
Â
8. Other Responsibilities
Participates in district leadership meetings and serves on relevant committees.
Maintains current knowledge of Maine DOE administrative guidance, WIDA Consortium updates, and federal
ML requirements.
Supports the Maine Seal of Biliteracy process as applicable.
Other duties as assigned by the Assistant Superintendent or Superintendent.

This is a 1.0 FTE position (.5 FTE director / .5 FTE direct instruction) on a 190-day contract. The ten (10) days above
the standard teacher contract shall be scheduled in consultation with the Assistant Superintendent. Compensation
shall be established in accordance with the applicable collective bargaining agreement and approved compensation
schedule.

Performance will be evaluated in accordance with the applicable School Committee's policy on Evaluation of
Professional Personnel and the collective bargaining agreement, encompassing both teaching performance and
director-level responsibilities.
