Job Description:

We are seeking a skilled and experienced Specialist Program Manager to join our team. The ideal candidate will have extensive experience in development and production program management, Earned Value Management (EVM), and managing profit and loss centers. The Specialist, Program Manager is responsible for successful completion of assigned programs, which includes management of all assigned resources to ensure contractual requirements are well defined, universally understood, and compliant to achieve program objectives. The program manager is responsible for overall program performance including meeting all delivery dates on time and within budget. This role requires a strategic thinker with excellent leadership, communication, and analytical skills.

Essential Functions

  • Oversee and manage all aspects of programs from inception through completion.
  • Coordinate with cross-functional teams to ensure program objectives are met.
  • Collaborate with finance and accounting teams to ensure accurate financial forecasts, tracking, and reporting.
  • Communicate program status, risks, and opportunities (R/O) to internal and external stakeholders. Facilitate regular program reviews and provide updates to senior management
  • Lead proposal efforts for follow-on business for programs/customers assigned. Review all proposal materials, drive completion of compliance matrices and Basis of Estimates (BOEs), prepare proposal documentation, and chair proposal review with senior management.
  • Prepare program plans for each assigned program to include (as a minimum) the overall Program Schedule, detailed tasking, budgets, deliverables, Work Breakdown Structure (WBS) and resources and comply with the customer Statement of Work (SOW) to meet all program aspects and special ground rules.
  • Prepare bottom's up Estimates to Complete (ETCs) and Estimates at Completion (EACs) on assigned programs.
  • Maintain Earned Value Management (EVM) metrics with the ability to conduct variance analysis to drive corrective actions and maintain program control.
  • Develop and monitor budgets, forecasts, and financial reports. Drive program performance to achieve operational and financial targets to attain division goals.
  • Ensure contractual documents and any subsequent revisions are distributed and any changes clearly defined to the program team members.

Qualifications

  • Bachelor's degree in and minimum 2 years of prior relevant experience. Graduate Degree. In lieu of a degree, minimum of 6 years of prior related experience. Degree to be in Engineering, Business or related field.
  • 1 year experience Earned Value Management
  • Ability to obtain a Security Clearance

  • Strong financial acumen with experience managing a profit and loss on a program
  • Proficient in using with Microsoft Office applications (Outlook, Excel, Word, PowerPoint).
  • Excellent leadership and project management skills.

  • Knowledge of Lean manufacturing principles and practices.
  • Experience managing development programs or programs with significant non-recurring engineering (NRE) effort
  • Experience with manufacturing of telemetry equipment and or electronic components
