Job description

BreakThru Services, LLC. is a DBHDS-licensed behavioral health organization providing Applied Behavior Analysis therapy, therapeutic consultation, and mental health skill-building services across Virginia, Delaware, and South Carolina. We are expanding our service offerings to include Guardianship and Conservator Services under a contract with the Virginia Department of Behavioral Health and Developmental Services (DBHDS), and we are seeking dedicated professionals to join our growing team. Our mission is to provide person-centered, dignity-affirming services to individuals with intellectual and developmental disabilities and their families.

BreakThru Services is seeking an experienced behavioral health executive to serve as Program Director and primary DBHDS point of contact for our new Guardianship and Conservator Services program. The Program Director is responsible for the overall management, compliance, and quality assurance of the guardianship program, serving as the primary liaison between BreakThru Services and DBHDS, and providing supervisory oversight of all Guardianship Coordinator staff. This is a senior leadership role requiring a strong background in behavioral health, regulatory compliance, and program management.

Key Responsibilities:

  • Serve as the primary point of contact between BreakThru Services and DBHDS for all matters related to the Guardianship and Conservator Services contract

  • Provide direct supervisory oversight of all Guardianship Coordinators and administrative support staff assigned to the program

  • Ensure full compliance with Virginia Code Title 64.2, DBHDS contract requirements, Human Rights Regulations, and all applicable federal and state laws governing guardianship services

  • Develop, implement, and maintain internal policies, procedures, and quality assurance systems for the guardianship program

  • Review and approve all monthly client reports, annual court filings, and documentation submitted to DBHDS

  • Respond to and resolve complaints, grievances, and escalated concerns from clients, families, DBHDS, and courts within required timeframes

  • Coordinate with legal counsel on court filings, petitions, and guardianship-related legal matters

  • Conduct monthly supervision meetings with Guardianship Coordinators to review caseloads, documentation quality, and client welfare

  • Manage program budget, track expenditures, and prepare financial reports as required by the contract

  • Complete Virginia DARS Guardian Training and maintain certification as required by law

  • Ensure that all staff assigned to the program complete required training and maintain credentials in good standing

Minimum Qualifications (Required):

  • Master's degree or higher in behavioral health, social work, psychology, counseling, or a related field

  • Minimum of 5 years of senior leadership experience in a behavioral health, disability services, or human services organization

  • Experience working with individuals with intellectual and developmental disabilities (IDD) and/or serious mental illness

  • Strong knowledge of Virginia DBHDS regulations, DD Medicaid waiver requirements, and Human Rights Regulations

  • Completion of Virginia DARS Guardian Training (or willingness to complete within 30 days of hire)

  • Demonstrated experience in regulatory compliance, contract management, and program oversight

  • Excellent written and verbal communication skills, including experience preparing reports for state agencies and courts

  • Valid Virginia driver's license and reliable transportation

Qualifications (Preferred):

  • BCBA, LCSW, LPC, or equivalent licensure in a behavioral health field

  • Doctoral-level degree (Ph.D., Ed.D., or Psy.D.) in a behavioral health or related discipline

  • Prior experience serving as a guardian, conservator, or in a fiduciary capacity for incapacitated individuals

  • Prior experience managing a DBHDS-licensed program or state-funded human services contract
