Position: Vice President of Program Strategy, Research and Evaluation (Hybrid)

Summary:

The Vice President, Program Strategy, Research and Evaluation provides leadership for organizational research, programmatic strategic planning, performance management, and program effectiveness initiatives. Reporting to the Chief Program Officer, this position serves as a key strategic partner in advancing the organization's mission by leveraging research, data, analytics, and evidence-informed practices to improve program outcomes and organizational performance. Based on the responsibilities and strategic focus reflected in the current role, this position leads efforts to translate information into actionable insights that strengthen decision-making, enhance program quality, drive innovation, and demonstrate impact.

The Vice President is responsible for developing and implementing an agency-wide framework for research, program performance, organizational learning, and continuous improvement. Working collaboratively with executive leadership, program leadership, and cross-functional departments, the role identifies opportunities to improve effectiveness, scale successful practices, monitor organizational progress, and support strategic priorities.

The Vice President fosters a culture of accountability, learning, and performance excellence by establishing meaningful performance measures, strengthening data governance and reporting systems, and building organizational capacity to use data and evidence in decision-making. The role balances strategic leadership with operational execution and serves as a trusted advisor to senior leadership on organizational performance, program effectiveness, emerging trends, and opportunities for innovation.

Minimum Qualifications:

The position requires a Master's degree in Statistics, Research Methods, Data Analytics, Public Administration, Social Work, Public Health, or a related field required; doctoral degree preferred.ย  Minimum of ten (10) years of progressively responsible experience in research, evaluation, analytics, quality improvement, or performance management, including at least five (5) years in a leadership role.

Demonstrated experience designing and leading research projects, program evaluations, outcome studies, and performance measurement initiatives.ย  Experience leading cross-functional teams and partnering with program leadership to improve organizational performance through data-informed decision-making.ย  Strong knowledge of research design, quantitative and qualitative methodologies, data visualization, and performance measurement.ย  Experience developing executive dashboards, reports, and presentations for senior leadership, Boards of Directors, funders, and government agencies. Proficiency with Microsoft Office Suite and data visualization, analytics, and database platforms; experience with AI-enabled analytics and reporting tools preferred.ย 

Experience supervising professional staff and managing external consultants or research partners.ย  Knowledge of data governance, quality assurance, continuous quality improvement, and organizational performance management practices. Excellent analytical, written, verbal, and presentation skills, with the ability to communicate complex information to a variety of audiences.ย  Experience in human services, healthcare, behavioral health, housing, homelessness, or another nonprofit setting strongly preferred.

Principal Responsibilities:

  • Lead the organization's research, evaluation, and program performance functions.
  • Develop and execute a strategic agenda that advances organizational effectiveness and program outcomes. Support strategic planning through research, environmental scanning, benchmarking, and performance analysis.
  • Serve as a trusted advisor to executive leadership on program performance, organizational trends, and strategic opportunities.
  • Develop enterprise-wide performance measurement frameworks, key performance indicators (KPIs), and outcome metrics.
  • Lead research initiatives that inform organizational strategy, program design, and service delivery improvements.
  • Oversee program evaluations, outcome studies, and impact assessments to measure effectiveness and identify best practices.
  • Translate research findings and data analyses into actionable recommendations for leadership and program teams.
  • Drive a culture of data-informed decision-making, accountability, and continuous improvement.
  • Monitor organizational and program performance to identify trends, risks, gaps, and opportunities.
  • Lead the development and optimization of dashboards, scorecards, and executive reporting tools.
  • Establish and oversee data governance, reporting standards, and performance management processes.
  • Partner with program leadership to improve program quality, effectiveness, and client outcomes.
  • Lead initiatives that strengthen organizational learning and evidence-based practice.
  • Build staff capacity in data literacy, performance management, and the effective use of research and analytics.
  • Identify innovative approaches and emerging practices that improve service delivery and organizational impact.
  • Communicate organizational performance, outcomes, and insights to senior leadership, the Board, funders, and external stakeholders.
  • Develop and maintain partnerships with research institutions, government agencies, funders, and other strategic partners.
  • Lead, mentor, and develop high-performing teams responsible for research, analytics, and program performance.
  • Ensure alignment between organizational strategy, program implementation, performance management, and mission impact.
  • Perform other related duties as requested.
