Program Manager - LED Streetlight Conversion
Location: Akron, OH preferred; other locations may be considered
Travel: Periodic travel to client, vendor, and project locations as required

About the Role
ExecuPOWER is seeking an experienced Program Manager - LED Streetlight Conversion to lead the delivery of a large-scale LED Streetlight Conversion Program supporting a major electric utility client.
This high-impact role will oversee program strategy, implementation, technology integration, field deployment, financial performance, stakeholder communication, and change management. The Senior Program Manager will work closely with utility leadership, engineering, IT, supply chain, vendors, contractors, field teams, regulatory stakeholders, and external partners to ensure successful program execution.
The ideal candidate brings strong utility program management experience, exceptional organizational and communication skills, and the ability to manage complex programs involving technology, field deployment, asset management, customer billing, and operational change.

Experience with connected streetlighting, LED conversion programs, utility streetlight operations, or customer streetlight billing is highly desirable.

What You'll Do
Program Leadership & Delivery
  • Lead the overall delivery and execution of the LED Streetlight Conversion Program.
  • Develop and execute program implementation plans, change management strategies, and delivery roadmaps.
  • Support development of program budgets and obtain appropriate approvals for implementation.
  • Establish program objectives, milestones, performance measures, and expected business outcomes.
  • Ensure program activities remain aligned with utility operational, financial, safety, and customer-service objectives.
  • Coordinate multiple workstreams and cross-functional teams throughout the program lifecycle.
  • Identify opportunities to improve program efficiency, delivery, and customer outcomes.
Program Planning, Scheduling & Financial Management
  • Create and maintain comprehensive program schedules, milestones, dependencies, and resource plans.
  • Monitor program budgets, forecasts, expenditures, and financial performance.
  • Evaluate variances and develop corrective actions to maintain program performance.
  • Identify required changes to scope, schedule, resources, and budget and obtain appropriate approvals.
  • Manage program risks, issues, dependencies, and mitigation strategies.
  • Provide regular financial and operational reporting to leadership.
  • Ensure program benefits and expected financial or operational improvements are clearly defined and tracked through realization.
Streetlight Technology & Field Deployment
  • Define optimal processes, requirements, and operating models for the streetlighting solution.
  • Support evaluation and selection of LED, connected streetlighting, controls, communications, and technology solutions.
  • Evaluate existing technologies and emerging solutions to identify opportunities for improved reliability, efficiency, and customer service.
  • Coordinate technology integration and field deployment activities.
  • Work with engineering and technical teams to establish appropriate technology standards.
  • Coordinate field deployment, maintenance, asset management, and operational requirements.
  • Support the development of processes for ongoing streetlight maintenance and lifecycle management.
IT Systems Integration
  • Support integration of the streetlighting solution with utility technology platforms and systems.
  • Coordinate with IT teams and vendors to support integration of:
    • Asset management systems
    • Work order management systems
    • Billing systems
    • Reporting platforms
    • Streetlight management systems
    • Field service and deployment systems
  • Partner with vendors and internal IT stakeholders to identify integration requirements and resolve implementation issues.
  • Support development of reporting capabilities and data requirements associated with the streetlight program.
Stakeholder & Client Management
  • Serve as a primary program leadership contact for utility clients and key stakeholders.
  • Establish effective communication and reporting processes across internal and external teams.
  • Provide regular program updates to utility leadership and executive stakeholders.
  • Lead program meetings and facilitate decisions, issue resolution, and action planning.
  • Develop presentations and executive-level program reporting.
  • Work closely with external vendors, contractors, engineering teams, and field organizations.
  • Partner with external affairs and communications teams to support public communication and customer acceptance of the LED streetlighting program.
Regulatory & External Support
  • Support responses to regulatory requests for information, demonstrations, and program updates.
  • Assist with preparation of monthly, quarterly, and ad hoc regulatory and leadership reporting.
  • Ensure program documentation and reporting accurately reflect program performance and objectives.
  • Support stakeholder communications related to program scope, progress, benefits, and customer impacts.
Change Management & Continuous Improvement
  • Develop and support change management strategies necessary for successful program adoption.
  • Identify process gaps and opportunities for operational improvement.
  • Develop and implement standardized processes and procedures for streetlight program delivery.
  • Monitor program performance using KPIs, variance reporting, and operational metrics.
  • Identify issues early, develop mitigation strategies, and escalate risks when appropriate.
  • Drive continuous improvement across program processes, technology, field deployment, and maintenance activities.

What You'll Bring
Required Qualifications
  • Bachelor's degree in Engineering, Business, Project Management, Information Technology, or a related discipline.
  • 8+ years of progressive project or program management experience, preferably within the electric utility, energy, infrastructure, or technology industry.
  • Demonstrated experience managing complex, cross-functional programs involving multiple stakeholders.
  • Strong experience with program budgeting, forecasting, scheduling, risk management, and performance reporting.
  • Excellent written and verbal communication skills.
  • Strong executive presentation and stakeholder management capabilities.
  • Demonstrated ability to manage competing priorities, resolve complex issues, and drive projects toward successful completion.
  • Strong analytical, organizational, and problem-solving skills.
  • Proficiency with Microsoft Office, including Excel and PowerPoint.
  • Ability to travel periodically to client, vendor, and project locations.
Preferred Qualifications
  • Experience managing LED streetlight conversion or modernization programs.
  • Experience with connected streetlighting or smart lighting technology.
  • Understanding of utility streetlight operations and maintenance.
  • Knowledge of customer streetlight billing and utility rate structures.
  • Experience with utility asset management, work management, or billing systems.
  • Experience managing technology vendors and system integration initiatives.
  • Experience with field deployment programs involving large-scale infrastructure.
  • PMP certification is preferred but not required.
  • Experience working with electric utility clients such as investor-owned utilities is highly desirable.
