Overview

Apogee has an exciting opportunity for a Program Manager SME in support of the M-Code Aviation Receivers Joint Program Office (MAR JPO) at Wright-Patterson AFB, OH. These positions support critical GPS User Equipment modernization programs with a focus on systems engineering, test and evaluation, and platform integration activities. The MAR JPO manages a $22 billion acquisition portfolio developing, producing, testing, modifying, fielding, and supporting Air Force ISR and SOF platforms. 

This is a full-time position located at Wright-Patterson Air Force Base (AFB) with telework capabilities up to 60% - subject to change per the customer's discretion.

Responsibilities
  • Serve as Apogee's CROWS Program Manager and Task Lead with authority to direct Contractor and thirdparty activities and provide corporate escalation; be the single point of contact (SPOC) between the Government customer, COR, and Government staff
  • Maintain PMP or APDP PM Level 3 certification and demonstrate indepth MultiGNSS and PWS knowledge
  • Provide senior PNT technical SME support (MultiGNSS receivers, antennas, alternative/complementary navigation) and NAVWAR/GPS security expertise
  • Support MultiGNSS integration into platforms (fixedwing/rotor), review ICDs, support SIL testing, and ensure MILSTD1553, airworthiness, and ATO considerations
  • Identify disconnects in the planning, stand-up, implementation, and execution of USAF Assured PNT and related technologies, to include recommendations on establishing future COAs relevant to identifying and implementing an overall resiliency strategy.
  • Oversee research and conduct data gathering and fact-finding on current and evolving threat capabilities that could degrade or deny PNT capabilities.
  • Collaborate with the Government to identify initiatives, strategies, investments, roadmaps, systems engineering activities, and COAs to provide Assured PNT capabilities in the future
  • Review, participate, and provide systems engineering support to AFLCMC/EZA and Program Office engineering personnel concerning Assured PNT tasks and actions and concerning the development of integrated roadmaps addressing Assured PNT, to include the interaction and interdependence of CNS/ATM, M-Code, ADS-B Out, advanced tactical data links, and IFF Mk XII Mode 5 capabilities.
  • Integrate and support Cybersecurity RMF/IA activities across the lifecycle, align system security architecture and data flows, and apply DoD policy (DoDI 8510.01, 8500.01, 5000.02)
  • Lead Systems Engineering activities: translate requirements, manage requirements documents, SEP/SEMP/SEPappendices, MBSE recommendations, and SSE alignment
  • Lead Test & Evaluation planning and execution, optimize buildingblock testing, support ITT, cyber tabletop/testing, and oversee contractor test execution
  • Assess manufacturing readiness, prepare/support MRAs, and support Production Readiness Reviews and production decisions
  • Manage resources (people, schedule, budget, suppliers) and acquisition trackers
  • Identify, document, and mitigate program, technical, schedule, and cost risks; develop riskreduction plans
  • Collaborate with Apogee's MAR JPO contract team, ensuring relevant tasks are included in customer Integrated Master Schedules (IMS), and provide program/project cost and resource estimates, as required.
  • Establish and enforce quality standards for all deliverables; prepare all deliverables for review by corporate staff before submission, including the Monthly Status Report.
Qualifications

Minimum Experience:

Citizenship: Must be a US citizen Clearance: Must have and be able to maintain a Top Secret/SCI clearance

Certification: Project Management Professional (PMP) or APDP Program Management Level 3 certification, APDP T&E practitioner (formally Level III) certified within the last 10 years, or graduated from military T&E school.Education: Bachelor's Degree in an engineering or related technical fieldYears of Experience: Twenty-five (25) years of experience in the respective technical/professional discipline, to include fifteen (15) years of DoD experience

Additional experience:

  • In-depth knowledge of GPS/GNSS systems, navigation warfare, and PNT capabilities
  • Experience managing ACAT I or II programs
  • Demonstrated experience with the Defense Acquisition System and DoDI 5000.02
  • Strong leadership and team management capabilities
  • Excellent communication skills for executive-level briefings 
  • Experience with Developmental Testing and Operational Testing (DT/OT) experience
  • Airborne integration experience and direct involvement with 3+ platforms
  • Cybersecurity experience focused on technical knowledge of PNT systems, threat evaluation, testing, and countermeasure development

Minimum Experience:

Education: Master's or Doctorate Degree in Engineering or related technical field

Years of Experience: Twenty (20) years of experience in the respective technical/professional discipline, to include twelve (12) years of DoD experience
