Responsibilities

Summary:The Program Manager is responsible for the operational and financial management of a reporting office or group of offices, in accordance with state and federal laws and regulations, and  Company policy. Incumbent reports to Regional Area Manager with close and frequent contact. External customer contact is with mid-level city or county officials. Learns, uses, and models principles of the "What Works" system through evidence-based practices in all interactions with participants and other staff members.

Primary Duties and Responsibilities:

  • The Program Manager manages and directs all activity in the planning, development, implementation, monitoring and supervision of Company programs and services for a reentry or supervision office or group of offices using principles of the "What Works" system.
  • Manages and oversees the budget and ensure that operational costs do not exceed the funding allowed and work with the Customer to determine if funding adjusted between line items is in accordance with the LIGG.
  • The Program Manager ensures that all programs function in a manner that satisfies contractual obligations. Generates timely and accurate reports on the status of program operations and communicates to customers.
  • Delivers consistent quality of services by developing and maintaining an environment that promotes excellence in all operations.
  • The Program Manager develops and implements strategies to enable the office, or offices, to achieve operational and financial objectives.
  • Monitors and evaluates all business processes, develops and implements process improvements to increase efficiency.
  • The Program Manager manages all revenue and expenses for an office or group of offices. Monitors, analyzes, and reports on financial outcomes.
  • Participates in the financial planning process. Communicates the plan to staff for implementation.
  • The Program Manager manages relationships with existing customer base to ensure a high quality of service, resolve issues promptly and provide customer satisfaction.
  • Identifies potential customers, influencers and decision makers in the community to build relationships, raise the level of Company name recognition and communicate Company results.
  • The Program Manager develops new business opportunities. Tracks and reports on activities to attract new customers/business.
  • The Program Manager may provide direct participant services and/or carry a participantcaseload using principles of the "What Works" system.
  • Performs other duties as assigned.
Qualifications

Minimum Requirements:

  • The Program Manager shall possess either: 1) a Master of Arts (MA) or degree from a granting institution accredited by the Western Association of Schools and Colleges or its equivalent and a minimum of three (3) years' experience working with parolees.
    • Or a Bachelor of Arts (BA) or Bachelor of Science (BS) degree and a minimum of five (5) years' experience working with parolees.
  • Additional experience may be substituted for education on a year for year basis.
  • A minimum of five (5) cumulative years of documented experience demonstrating a history of administrative or program responsibility in services for parolees or other criminal justice populations may be substituted for the educational and work experience.
  • One-year supervisory experience preferred.
  • Working knowledge of criminal justice system and court procedures.
  • Understanding of criminal justice market and customers.
  • Strong oral and written communication skills with internal and external contacts at all levels.
  • Good presentation, public speaking, and facilitation skills.
  • Good organizational skills with the ability to handle multiple tasks and prioritize appropriately.
