Introduction
The Resource Protection Section evaluates and protects Delaware's water resources through technical assistance, field monitoring and sampling services, regulatory implementation, and standardizing processes for the Division's inspection, compliance, and enforcement actions.\r\n\r\n\r\n Click here for more information about the Division of Water.\r\n
Summary Statement
Incumbent will be responsible for the implementation, compliance, and enforcement of the National Pollutant Discharge Elimination System (NPDES) program and the various Groundwater Discharge permit programs (Spray Irrigation, On Site Treatment and Disposal systems, etc.) including inspection of wastewater and stormwater facilities, routine data review and entry, and follow-up enforcement. Incumbent will oversee program development, establish program objectives, and develop/implement program policies for the above permitted programs. This role is also responsible for ensuring all federal, grant, and state inspection and funding requirements are met. This position supervises, provides guidance, and evaluates 9 technical staff.\r\n
Essential Functions

Job Requirements
JOB REQUIREMENTS for Environmental Program Manager I \r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n Possession of a Bachelors degree or higher in Biology, Chemistry, Geology, Physics, Engineering, Environmental Science or related field. \r\n Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures. \r\n Three years experience in analyzing and evaluating data. \r\n One year experience in designing, planning, and overseeing the implementation of environmental/natural resources projects or program components while ensuring statewide or regional program goals are achieved.\r\n Knowledge of budget development which includes analyzing financial data and making long and short range plans and projections.\r\n Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees. \r\n\r\n
