We do this by aligning the voice of our small business members with advocacy for change in federal policy that will make the government market more accessible to small businesses and the commercial technology ecosystem.

The Channel's founding Technical Board Members include former government leaders and IT executives passionate about bringing best-of-breed technology to the government.

We are seeking a skilled and experienced Program Manager to join our team!

We are seeking an experienced Program Manager to provide leadership, management, and technical oversight in support of the Naval Undersea Warfare Center Newport Division (NUWCDIVNPT), Undersea Warfare Payload Deployment Systems Department (Code 45). Code 45 provides a full spectrum of engineering resources supporting Undersea Warfare Systems (UWS), including research, analysis, development, test, systems engineering, safety engineering, and engineering evaluation.

The Program Manager will be responsible for overseeing the successful execution of engineering and technical programs from concept through realization, ensuring that program objectives, technical requirements, schedules, resources, quality standards, and customer expectations are met. The position will support projects involving simulation-based development, engineering analysis and design, prototyping, testing, and evaluation in representative environments.

The Program Manager will work closely with government stakeholders, technical teams, engineers, subcontractors, and other program partners to coordinate activities and deliver effective solutions supporting UWS research, development, testing, and improvement efforts.

Key Responsibilities

  • Provide overall program management, leadership, and direction for engineering and technical projects supporting Undersea Warfare Systems.
  • Manage programs and projects across the full lifecycle, from concept development through design, development, prototyping, testing, evaluation, and implementation.
  • Develop and maintain program schedules, milestones, resource plans, budgets, staffing plans, and performance objectives.
  • Coordinate multidisciplinary engineering activities, including systems engineering, test and evaluation, safety engineering, engineering analysis, research, and technical development.
  • Serve as the primary point of contact for program execution, coordinating with government customers and internal and external stakeholders.
  • Monitor program performance and ensure deliverables are completed on schedule, within budget, and in accordance with contractual and technical requirements.
  • Identify program risks, issues, dependencies, and opportunities and develop mitigation and corrective action plans.
  • Lead program status reviews, technical meetings, working groups, and stakeholder engagements.
  • Track and report program progress, including schedule, cost, technical performance, staffing, risks, and deliverables.
  • Ensure effective communication between government personnel, engineering teams, management, subcontractors, and other supporting organizations.
  • Support the development and review of technical documentation, program plans, statements of work, schedules, reports, briefings, and other program deliverables.
  • Coordinate engineering resources supporting research, design, development, test, and improvement projects conducted at NUWCDIVNPT, its detachments, and other government facilities.
  • Ensure program activities comply with applicable government policies, contractual requirements, engineering standards, quality requirements, and security protocols.
  • Support customer planning and prioritization of engineering resources based on program requirements and mission objectives.
  • Facilitate cross-functional problem solving and promote effective collaboration among technical and program teams.
  • Provide senior-level recommendations to government and organizational leadership regarding program execution, resource allocation, risks, and technical priorities.

Required Qualifications

  • Bachelor's degree in Engineering, Science, Business, Program Management, or a related field.
  • 10+ years of professional experience in program management, engineering management, technical project management, or a related field.
  • Demonstrated experience managing complex engineering, research and development, defense, or federal government programs.
  • Experience managing multidisciplinary technical teams and coordinating engineering resources.
  • Strong understanding of program management principles, including scope, schedule, cost, risk, quality, and resource management.
  • Experience developing program plans, schedules, status reports, briefings, and other technical or management documentation.
  • Strong communication, leadership, organizational, and problem-solving skills.
  • Ability to work effectively with government customers, technical personnel, contractors, and senior leadership.
  • Ability to manage multiple priorities and projects in a complex technical environment.
  • U.S. Citizenship required.

Preferred Qualifications

  • Master's degree in Engineering, Science, Business Administration, Program Management, or a related discipline.
  • PMP certification or equivalent program management certification.
  • Experience supporting Department of Defense (DoD), Department of the Navy, Naval Sea Systems Command (NAVSEA), or Naval Undersea Warfare Center (NUWC) programs.
  • Experience supporting Undersea Warfare Systems (UWS) or related defense systems.
  • Knowledge of systems engineering, test and evaluation, safety engineering, engineering analysis, modeling and simulation, or prototype development.
  • Experience managing programs involving research, development, testing, and evaluation (RDT&E).
  • Familiarity with government acquisition processes, contracting environments, and federal technical programs.
  • Active Secret security clearance or ability to obtain and maintain a Secret clearance.
  • Experience working with government laboratories, military installations, engineering organizations, or research and development facilities.

Location: NUWCDIVNPT with travel to Manassas, VA, Lynchburg, VA, Syracuse, NY, and Dahlgren, VA.
