Northrop Grumman Mission System (NGMS) is looking for a Program Manager 2 to support the Strategic Captures team within the Distributed Systems Operating Unit (OU) onsite in Linthicum, MD.

Distributed Systems is a strategic organization that drives increased responsiveness and rapid business development in support of the emerging multi-domain Crewed and Uncrewed Teaming market. This position will lead both NCTA activities and inter-related programs for the development of advanced capabilities and technology. The selected candidate will be responsible for proposing and leading the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.The individual will also lead a cross-functional organization aligned to common program performance goals.

What You'll Get to Do:

The successful candidate will have demonstrated experience working with and leading diverse teams, be a strong communicator, and be able to work successfully within classified and unclassified arenas. Primary Roles and Responsibilities Include:

  • Provides full-time, on-site, dedicated support to the business leadership team.

  • Cultivates customer relationships and serves as the point of contact for all technical, non-technical requirements.

  • Ability to work directly with the customer and provide status per the contract's requirements.

  • Develop and manage proposals as required. Participate in the negotiation of contracts, contract changes, specifications, operating budgets, milestones schedule, and key terms and conditions.

  • Creating, reviewing and finalizing the program's statement of work (SOW) as required.

  • Conducting and leading thorough risk & opportunity management including identification, mitigation and realization.

  • Leading and directing cross-functional teams to meet program cost, schedule and technical performance objectives.

  • Identifying, allocating and managing program resources, including workforce planning (WLF).

  • Excellent communication skills and ability to effectively interact with the customer, program management, business unit and supply base executives and functional management.

Basic Qualifications:

  • Bachelor's Degree with 8+ years of relevant experience, or Master's Degree with 6+ years of relevant experience, or PhD and 3+ years of relevant experience supporting Government proposals, contracts and/or project management.

  • Demonstrated experience serving as an Integrated Product Team (IPT) Lead on Government contracts, leading monthly internal and external program reviews or business cadence meetings.

  • Demonstrated experience as a Cost Account Manager (CAM) utilizing Earned Value Management System (EVMS) principles, including establishing and maintaining cost/schedule baselines, managing control accounts, reporting CPI/SPI metrics, and developing variance analysis and corrective action plans.

  • Demonstrated experience leading the execution of programs or projects to approved cost, schedule, and technical baselines.

  • Direct external customer interface experience, including leading formal program reviews, contract deliverable discussions, or technical status briefings.

  • Demonstrated financial management responsibility for program budgets, including budget development and control, EAC forecasting, risk-adjusted financial planning, change management and contract modifications.

  • Demonstrated experience decomposing, assigning, tracking, and closing program requirements in alignments with contract scope and milestones.

  • Demonstrated experience leading cross-functional teams (engineering, operations, supply chain, manufacturing) with accountability for milestone achievement.

  • US citizenship required.

  • A current/active DOD Top Secret clearance and SAP access required to be considered, and the ability to obtain and maintain a SCI after starting.

Preferred Qualifications:

  • A technical and/or leadership/management-focused master's degree.

  • Demonstrated ability to multi-task in a challenging environmentwith competing priorities in a positive manner.

  • Demonstrated large-scale program leadership experience.

  • Demonstrated ability to develop and adhere to master plans and schedules.

  • Demonstrated ability to work independently with minimal supervision.

  • Demonstrated compliance with internal company processes, policies, and applicable industry and regulatory standards (e.g. FAR/DFAR, EVMS guidelines, ISO, etc.), as applicable to program execution.

Primary Level Salary Range: $153,800.00 - $230,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
