Job description

SUMMARY
Provide Program Management support to a large Army enterprise. Oversee dynamic resource allocation, outcomebased delivery, process improvement, and mission execution through collaboration with Government stakeholders and integration of contractor task management processes with Government enterprise systems and tools.
ESSENTIAL DUTIES & RESPONSIBILITIES
  • Implement and support a comprehensive Agile business process that enables dynamic reallocation of resources across PM Simulation, PM Training Devices, PL Threat Systems Management Office (TSMO), PL Training Support Office, PL International Programs Office, and Headquarters directorates based on shifting priorities.
  • Provide real-time visibility of workforce velocity, cycle times, workflow blockers, and other performance metrics through Agile dashboards, including Kanban and Sprint boards.
  • Integrate contractor task management processes with the Government-provided instance of Jira to track tasking, backlog prioritization, and work execution.
  • Develop and maintain standardized workload-sizing methodologies to support resource estimation, performance measurement, and forecasting of delivery velocity.
  • Identify and communicate workflow blockers, risks, and inefficiencies to Government leadership and support rapid, collaborative resolution.
  • Support Agile adoption and continuous improvement through backlog refinement, sprint planning, stakeholder engagement, mentoring, and proactive identification of opportunities to improve efficiency and increase mission capacity.
  • Provide specialized acquisition lifecycle, financial, and security cooperation support to accelerate acquisition timelines and delivery of capability to the Warfighter and International Partners.
  • Support review and validation of requirements packages, Independent Government Cost Estimates (IGCEs), Acquisition Strategies (AS), technical evaluations, and other acquisition documentation.
  • Oversee a team of specialized engineering, technical, data analysis, cybersecurity, DevSecOps, training, testing, and threat systems support.
  • Support provisioning and validation of cloud architectures, including IL5, IL6, and IL7 environments, secure DevSecOps pipelines, continuous integration/continuous delivery (CI/CD), automated security scanning, and continuous Authority to Operate (cATO) activities.
  • Support Configuration Management (CM) using Department of the Army / Department of War enterprise tools.
  • Provide enterprise operations, physical and industrial security, logistics, and property accountability support.
  • Maximize automation of repetitive workflows using Department of War / Department of Army tools when applicable to reduce administrative workload and improve operational efficiency.
  • Support the management of Government property transactions and excess property, including approximately 2,000 property transactions and 100 excess items annually.
  • Maintain regular and punctual attendance.
  • Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES
Provide functional leadership and oversight of assigned personnel and contractor tasks. Support resource allocation, monitors workload and performance metrics, provide Agile mentoring and guidance, and coordinates resolution of workflow and tasking issues.
Requirements
MINIMUM QUALIFICATIONS
  • Ability to obtain and maintain the required security clearance, ranging from HSPD-12 (Tier 1) to Top Secret/SCI, as applicable to the position. Active Top Secret desired.
  • Ability to work within a Top Secret Facility Clearance (FCL) environment with no storage requirements.
  • Relevant technical, acquisition, financial, security, engineering, DevSecOps, logistics, or operational expertise, as required to support assigned tasks and responsibilities.
  • Must obtain and maintain any necessary security access and/or background checks.

DESIRED QUALIFICATIONS & SKILLS
  • Experience supporting Agile program or project management within a DoD environment. Army desired.
  • Experience with Agile methodologies, Jira, Scrum, Kanban, backlog management, and performance metrics.
  • Experience supporting DoD acquisition, financial management, FMS, security cooperation, or related programs.
  • Knowledge or experience with DevSecOps, cloud environments, cybersecurity, RMF, engineering, or test and evaluation.
  • Strong analytical, organizational, communication, and problem-solving skills; Agile, Scrum, PMP, SAFe, or related certification required.

WORK SCHEDULE
Full-time. May be required to work additional hours as needed to complete assignment or project.
TRAVEL
The expected travel time is less than 25%. May include domestic and international/OCONUS travel to support Government and contractor locations, training, meetings, events, and mission requirements.
DRIVING REQUIREMENTS
Must have or be able to attain a valid state driver's license and be insurable on the company's automobile insurance policy. Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving. The expected driving time is less than 25%.
WORK ENVIRONMENT
Work is primarily performed in a professional office setting, including the normal office equipment (e.g., computer, fax machines, copier) and with a wide variety of people in differing functions, personalities, and abilities.
PHYSICAL DEMANDS
Position consists primarily of sitting, standing, walking, and using a computer for extended periods of time. Frequently uses hands and fingers for manipulation of keyboard, mouse, and other office equipment. May occasionally be required to bend, stoop, crouch, reach, walk, and lift or move materials, equipment, or property in support of logistics, property accountability, facilities, security, and event-related activities.
