Job description

AMO is looking for a Program Manager to oversee an Administrative Support Services program in Dahlgren, VA. The Program Manager will be responsible for the successful delivery of Government contract performance, including both technical and administrative aspects of the program. This role provides overall direction, oversight, and coordination for contract schedule, cost, performance, staffing, deliverables, compliance, and customer satisfaction.
The Program Manager will serve as a primary liaison between the Customer and AMO, ensuring program activities are planned, resourced, executed, and reported in accordance with contract requirements. The role requires the ability to manage services while supporting many projects, organize resources across concurrent activities, and ensure that all activities conform to the terms and conditions of the contract.
Hybrid requirements: Candidate must reside within commuting distance of Dahlgren, VA, Suffolk, VA and other customer sites. The role requires the ability to report onsite as needed for customer meetings and mission support but can work from home any other times (expect to be on-site about 2-3 times a week or as needed)

Responsibilities
  • Responsible for the delivery, performance, and overall management of assigned Government program(s)/contract(s).
  • Leads the planning, direction, evaluation, and successful execution of a Naval Surface Warfare Center Dahlgren Division (NSWC-DD) services support contract.
  • Provides oversight for both technical and administrative aspects of contract performance, including staffing, schedule, cost, quality, deliverables, compliance, customer coordination, and risk management.
  • Ensures that all program activities conform to the terms and conditions of the contract, applicable Statement of Work (SOW) requirements, company standards, and customer organization standards.
  • Manages multiple services simultaneously while supporting many projects and concurrent activities across the customer organization.
  • Organizes and allocates program resources to support many concurrent requirements, including direct project support personnel, administrative support, reporting requirements, meetings, surge needs, and customer-driven priorities.
  • Tracks progress against milestones, budgetary guidelines, funding levels, schedules, cost objectives, and other performance indicators, and prepares reports for customer and senior management review.
  • Ensures conformance with program schedules, costs, and performance metrics and integrates planning, programming, budgeting, scheduling, financial management execution, contracting, cost/risk analysis, and related support functions.
  • Responsible for contract data deliverables, including CDRL/deliverable preparation, submission, compliance tracking, and timely coordination with customer and corporate stakeholders.
  • Maintains high customer satisfaction ratings through responsive communication, proactive issue resolution, quality control, process improvement, and consistent contract performance.
  • Builds and maintains strong working relationships with the customer by staying engaged, responsive, and focused on understanding customer priorities, resolving issues early, and supporting successful contract performance.
  • The primary areas of support may include day-to-day administrative and office support, including correspondence, visitor and telephone support, meetings, records management, data entry, calendars, travel, onboarding, supplies, and related office coordination tasks.
  • Leads and directs the work of employees and has authority for personnel decisions, including performance management, workforce coordination, and alignment of personnel to contract requirements.
  • Standard program management duties include compliance oversight and administrative tasks related to employee time, timesheets, leave, training completion, employee performance, customer and company standards, and other assigned duties requiring proficiency, accuracy, and attention to detail.
  • Manages a large, geographically dispersed mission-support workforce performing day-to-day administrative, operational, and business support functions across multiple customer locations.
  • Ensures support services are delivered as non-personal services, with Contractor supervision, work direction, schedule control, and personnel administration maintained by the Contractor in accordance with the SOW.
  • Oversees workforce administration for Service Contract Act (SCA) employees, including coordination with HR and contracts personnel on staffing, labor category alignment, timekeeping, leave, performance, retention, and compliance matters.

Qualifications
  • Active DoD Secret security clearance.
  • Ten (10) years of program management experience that includes both technical and administrative aspects of Government contract performance, providing contract data deliverables, and oversight of contract schedule and cost.
  • Five (5) years of experience managing Federal Government programs/contracts.
  • Experience managing Navy, DoD, or Federal mission-support services contracts, preferably in a Navy Working Capital Fund, warfare center, or similar customer-facing support environment.
  • Experience managing Service Contract Act (SCA) employees, including coordination of staffing, compensation, timekeeping, performance, retention, and labor compliance matters.
  • Experience with administrative oversight of contractual matters and serving as a liaison between the government customer and corporate management.
  • Experience managing services simultaneously while supporting many projects.
  • Experience organizing resources to support many concurrent activities.
  • Experience ensuring that all activities conform to the terms and conditions of the contract.
  • Demonstrated ability to provide overall technical, schedule, and cost direction for Government contract performance.
  • Must be willing and able to travel (10% to 20%).
  • Must be willing and able to conduct site visits with the customer and team members.
  • This is a remote position; however, candidates must reside in the Washington, DC Metro area and be within a one-hour commuting distance of Dahlgren, VA. The role requires the ability to report onsite in Dahlgren multiple times per week as needed for customer meetings and mission support.

Desired Qualifications:
  • Bachelor's degree in related field preferred.
  • Program/Project Management Professional (PMP) Certification highly desired.
  • Previous military experience.
  • Previous experience working at NSWC-DD or other NSWC.
  • Experience leading administrative support teams in a Navy, DoD, or Federal environment, especially teams that provide customer-facing support to multiple offices, leaders, or mission areas.
  • Experience with CPFF contract administration.
  • Proven ability to lead and direct challenging projects and execute assignments independently.
  • Proficient in MS Office Suite including Word, Excel, and Project.
  • High level of problem-solving skills.
  • Detail-oriented and possess the ability to handle multiple tasks.
  • Excellent customer service skills and professional presence; strong oral and written communication skills.
