Project Overview:

Louisiana Department of Transportation & Development (LADOTD) is undertaking a modernization initiative to enhance its districtlevel financial data intake and reporting processes. The project will deliver a customized data management platform that aligns with LADOTD's existing operational workflows while introducing targeted improvements in usability, security, auditability, and reporting.

The solution must maintain continuity with LADOTD's established practices while providing a secure, reliable, and scalable foundation for longterm operational excellence. The OTS Application Development Office (AppDM) will provide oversight.

Objectives:

The primary objectives of this project are to:

• Modernize and streamline district financial data intake processes.

• Improve data accuracy through automated validations and builtin calculations.

• Strengthen auditability, security, and user access controls.

• Enhance reporting capabilities for both district users and administrators.

• Provide a stable, secure, and maintainable hosting environment for longterm operations.

I.  DESCRIPTION OF SERVICES

The scope of the proposed services will include the following:

• Develop understanding of the business environment and use that understanding to make informed decisions and drive results.
• Define program goals and objectives for LADOTD modernization.
• Develop project plans and schedules, including resource allocation, timelines, and budgets.
• Lead cross-functional teams to deliver programs and projects on time and within budget.
• Manage risks and communicate project status.
• Ensure compliance with LADOTD and State standards.
• Provide day-to-day support for ongoing processes.
• Conduct ongoing evaluation and improvements for processes, providing data analysis support for the agency's workload demands.
• Manage risks and issues, and implement mitigation strategies as needed.
• Communicate project status and progress to stakeholders, including senior management.
• Collaborate with stakeholders and teams to ensure program and project goals are met.
• Ensure compliance with program management processes and standards.
• Provide ongoing evaluation and improvements for program management processes and practices.
• Provide day-to-day support for ongoing processes.

Qualities needed to succeed in this position:

• Strong understanding of data management principles and practices.

• Excellent communication skills, both written and verbal, with experience presenting to senior management and stakeholders.

• Proven ability to lead cross-functional teams and manage multiple projects simultaneously.

• Strong analytical and problem-solving skills, with the ability to make data-driven decisions.

• Experience with Agile development methodologies.

Functional Scope: Provides automated fieldlevel and crossform validations; Includes builtin calculations to reduce manual data entry; Allows carryforward of selected data elements across fiscal years

Hosting & Technical Requirements provides:  Monitoring and alerting for system health and performance.

Reporting & Data Access

• Interactive grid displays with filtering, sorting, and drilldown.

• Visual dashboards with export options (Excel, CSV, PDF where applicable).

• Administrative reporting for audit logs, user activity, and fiscal year status.

Deliverables Include:

• Integration with Microsoft Entra ID.

• User access and role management tools.

• Fiscal year management module.

• Audit logging framework.

• Reporting dashboards and export tools.
• User training
• Hosting environment

Additional preferable skills: Bentley ProjectWise, Bentley MicroStation V8i (SS2 or SS4)

Note: Expected Start Date 06/01/2026 and Expected End Date 12/30/2026. May not be extended beyond 06/30/2029. Hours worked should be within the State's core hours of 7:00 AM CT to 6:00 PM CT. May be required to work on State holidays, weekends and hours outside of the State's core business hours in order to meet critical deadlines.
